Minutes - San Leandro City Council Meeting - November 6, 1995 Page - 14 - <br /> NEW BUSINESS (continued) <br /> H. Matter of Proposal by Dublin-San Ramon Services District to Buy <br /> Capacity from East Bay Dischargers Authority (EBDA) . <br /> - Motion Providing Direction to City's East Bay Dischargers Authority <br /> Representative. <br /> Council Member Galvan requested City Council support of the Dublin San <br /> Ramon Services District (DSRSD) proposal . He said staff and the East <br /> Bay Dischargers Authority (EBDA) have analyzed the proposal and <br /> recommend approval . He said Union Sanitary District has approved the <br /> proposal , and Oro Loma and Castro Valley Sanitary Districts will be <br /> meeting soon. He said the proposal has brought the Livermore-Amador <br /> Valley Water Management Agency (LAVWMA) back to the table with EBDA. <br /> He said EBDA will meet again in a few weeks to get LAVWMA's proposal <br /> and will then have two proposals to consider. He asked for City <br /> Council support of the DSRSD proposal . <br /> Mayor Corbett noted the City's staff report did not have a <br /> recommendation. <br /> Council Member Gal van said EBDA staff recommends approval . He said Bob <br /> Taylor's report indicated this may be the last chance. Council Member <br /> Galvan said the LAVWMA offer is contingent on a vote of the people of <br /> Livermore and Pleasanton; the DSRSD proposal does not need voter <br /> approval and would double the amount paid per mgd. <br /> Mayor Corbett said she would like to see the full EBDA report. She <br /> asked if LAVWMA may come back with a sweeter deal . <br /> Council Member Galvan said DSRSD's proposal is higher because they are <br /> going to put traffic mitigation of $1 million into the EBDA pot. He <br /> said he doesn't know if LAVWMA will be willing to do that. <br /> In response to Council questions, Council Member Galvan said, if all <br /> five agencies agree, they don't have to accept the DSRSD proposal ; they <br /> can wait and see what LAVWMA proposes. <br /> Mayor Corbett said she wants to see the EBDA report and see what City <br /> staff thinks. She also wants to see what LAVWMA comes back with before <br /> accepting the DSRSD offer. <br /> Council Member Myers said the City Council knows what is on the table <br /> now and suggested Council Member Galvan be given direction now in case <br /> another proposal comes forward before the next City Council meeting. <br /> He said a motion could be worded so that Council Member Galvan can <br /> proceed but come back to the Council with any other proposals. <br /> Council Member Galvan said any LAVWMA proposal would be contingent on <br /> a vote of the people, and the likelihood of voter approval is slim. He <br /> said DSRSD has the autonomy and the money, and he does not want to see <br /> the City lose this opportunity. <br />
