• <br /> Minutes - San Leandro City Council Meeting - November 6, 1995 Page - 15 - <br /> NEW BUSINESS (continued) <br /> Vice Mayor Kerr said this is the best proposal ever made, and he does <br /> not want to see it slip away. <br /> The following Motion was then introduced: <br /> Minute Order No. 95-77, Matter of Proposal by Dublin-San Ramon Services <br /> District to Buy Capacity from East Bay Dischargers Authority (EBDA) . <br /> (1221) <br /> On motion by Council Member Kerr, who moved its approval , seconded by <br /> Council Member Myers, with Mayor Corbett voting no (1) , and carried by <br /> a majority vote (6) , the City Council authorized Council Member Galvan <br /> to cast an affirmative vote on the Dublin San Ramon Services District <br /> proposal , assuming he does not receive a counter proposal of any other <br /> type from the Livermore-Amador Valley Water Management Agency prior to <br /> December 2, 1995. <br /> I . Approval of Work Session Items Requiring Action. <br /> - Resolution Authorizing the City Manager to Execute a Contract <br /> Between the City of San Leandro and Ice Unlimited, Inc. , to Operate <br /> a Temporary Holiday Ice Skating Facility in the Downtown Area <br /> (provides for temporary ice skating facility to promote downtown <br /> businesses and provide recreational activity for the community) . <br /> Council Member Perry said she is in favor of the concept because <br /> activities are needed for youth, but she would rather spend the <br /> money for permanent activities. She said this is the first <br /> opportunity the City Council has had to hear the proposal , and she <br /> still has questions, such as how security will be provided. <br /> Susan McCue, Economic Development Coordinator, discussed the hours <br /> of operation of the rink, how it would be staffed, and how security <br /> would be provided. <br /> Council Member Perry said she did not see how operation between 9 <br /> and 10 p.m. promotes business. She said she would like to see a <br /> plan for advertising, have all the businesses surveyed, and discuss <br /> staffing and liability. She said the $5/hour cost will leave <br /> members of the community out and suggested a pass or weekly rate for <br /> people who can't afford it. Ms. McCue said there was a need to <br /> balance cost with recouping revenue. <br /> Council Member Loeffler said there is a need to do something for <br /> youth. He said the proposal is risk-taking with City funds, and he <br /> would have liked more process of involvement. He said recreation <br /> activities should be more permanent. <br />
