APPROVAL OF MINUTES <br /> Approval of Minutes of the Regular Meeting of November 6, 1995. Approved <br /> as submitted. <br /> JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC HEARING <br /> Matter of Second Amendment to Alameda County - City of San Leandro <br /> Redevelopment Plan to Provide for Power of Eminent Domain for Limited <br /> Properties in Six Development Nodes in the City of San Leandro Portion of <br /> the Project Area. <br /> - Letter of Opposition Received from E. Yang, Owner of Property at 555 <br /> Dutton Avenue, San Leandro. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Mike Oliver, City Manager/Agency Executive Director, said property owners <br /> in the entire Joint Redevelopment Area were notified of the public hearing. <br /> He said a public meeting was held, attended by over 100 people. Staff <br /> received input and met with all parties requesting a meeting. <br /> Mayor Corbett said comments have been made that the City Council or <br /> individual Council Members have already made a decision on this matter. <br /> She said no action has been or will be taken before the City Council has an <br /> opportunity to review the matter. She said she did not want to discourage <br /> anyone present from speaking or from making comments. She said the City <br /> Council was there to listen to what the public had to say and that is why <br /> there is a public hearing process. <br /> June Catalano, Development Services Director, presented the staff report. <br /> She said the Redevelopment Plan for Plazas 1 and 2 has included the power <br /> of eminent domain for many years. Staff originally recommended eminent <br /> domain for the entire Joint Project Area, but as a result of concerns <br /> expressed at the public meeting, the project was scaled back by about 90%. <br /> Debbie Potter, Redevelopment Administrator, said staff recommends extension <br /> of eminent domain for six development nodes in the Joint Project Area. She <br /> said the Agency and property owners can work in partnership to encourage <br /> reuse and increase property values. She noted a letter from Doug Federighi <br /> requesting that his property be included under the power of eminent domain. <br /> She discussed the benefits to property owners which could result through <br /> eminent domain. She displayed and discussed the boundaries of each of the <br /> six development nodes. <br />
