Minutes - San Leandro City Council Meeting - January 11 , 1993 Page - 16 - <br /> NEW BUSINESS (continued) <br /> Mr. Glaub said Mr. Oliver discussed the ways the development fees are <br /> being used to mitigate impacts is through the street-widening program. <br /> Mr. Oliver said there is no Plan Line to widen Dutton Avenue four lanes <br /> or Bancroft to six lanes. <br /> Mr. Glaub said the cost figures are low and, if amortized over 20 <br /> years, would be 50 cents per resident, per year. He said $15 to $20 <br /> million needs to go into a trust fund to pay for these costs. He asked <br /> the City Council to retain the City' s rights and restate its strong <br /> opposition to the project. <br /> Michael Gonsalves, 810 Lee Avenue, said he does not feel $500,000 can <br /> buy off the quality of life in San Leandro. He said the public has <br /> said Dunsmuir is a bad situation, but there are last-ditch efforts to <br /> solve the problem with money. He said money will not take care of the <br /> problems. He knows he could do a better job with the Hayward Exchange <br /> than $500,000. He said he wants to have a nice quality of life and a <br /> nice city. <br /> Don Cobb, 412 Beverly Avenue, said the MOU does not satisfy several <br /> strong charges which were in the San Leandro Appeal asking for <br /> mitigation. He said the project is going to rely on salability of <br /> views, yet the developer shows no concern for what his neighborhood <br /> will be viewing. He said there is no money equivalent for the loss of <br /> this feature from the development. He challenged the 2% traffic <br /> increase suggested by Mr. Miller. He said there is no money that would <br /> cover the loss to the neighborhood from the increased traffic. He said <br /> all of California needs a breather from this gold-strike style <br /> treatment of the land. He said San Leandro can lead the way by its <br /> vote tonight by helping set standards on how housing can work better <br /> with the landscape and existing communities . <br /> On motion by Council Member Perry, seconded by Council Member Kerr, and <br /> carried unanimously, the Public Comments period was closed. <br /> Council Member Perry said the MOU looks like a pre-nuptial agreement <br /> which expects that things will get bad. She said the City needs to <br /> have some assurances, but there are many missing pieces. She said this <br /> has been an issue for six years, and it could be decided upon in the <br /> next three days. She said the developer is not present to answer <br /> questions about the Amendment or damage to City streets. <br /> Council Member Perry moved, seconded by Council Member Corbett, to <br /> continue this matter to the January 19, 1993 City Council Meeting to <br /> obtain answers to questions. The motion failed, with Council Members <br /> Perry and Corbett voting yes, and Mayor Karp and Council Members Myers, <br /> Kerr, and Faria voting no. <br />
