Minutes - San Leandro City Council Meeting - January 19, 1993 Page - 15 -
PUBLIC HEARINGS (continued)
The Hearing was then opened to the public.
John Justino, 1211 - 147th Avenue, said he has property under
homeowners' association and the association is very strict about the
CC&R's. He pointed out that the developer should be sure the street
lights are not put behind a tree. He asked where children in the
subdivision would play and said they need a play area.
Lou Filipovich, asked if this was the old Silva Piston property and
whether the railroad was a spur or a main line. Staff said this was
the old Piston property and it was a main line. He asked if you have
a well now can the City stop you from using it. Mr. Meyers said, no,
it could not. Mr. Filipovich said it used to be that there was only
one criteria regarding wells and, if you hooked up to the water system,
you had to go through EBMUD. Steve Meyers said the Department of Toxic
Substance Control has recommended that anyone in San Leandro with a
well have it tested, but the City does not have any authority to shut
down an existing well . He said the City can conduct enforcement only
on an improperly installed well .
Manuel Ramos, 941 Thornton Street, said Pacific Union does a great job.
They concreted in the old wells on Magnolia Lane. He said he is in
favor of this project, and Magnolia Lane is one of the best taken care
of subdivisions in San Leandro.
Angie Encinas, 920 Thornton Street, said the Magnolia Lane property
used to be an eyesore but is beautiful now. She said kids play in
their backyard, there are no parking problems, and they did a great job
on Magnolia Lane.
Cozy Rodrigues, 919 Thornton Street, said it has been wonderful since
Magnolia Lane was built, there are no problems, she sleeps better at
night, and thanked Jeff Abramson for the great work done on Magnolia
Lane.
Annette Presheenie, 109 Dabner Street, said Dabner is a one-lane road
with parking on one said and Preda also has parking on only one side.
She said she thinks this project is too high density and will cause
traffic and parking problems. She asked if the environmental impact on
the creek had been concerned. She said Magnolia Lane is a different
type of project because there are many more places to park on Thornton
Street.
Ralph Frey, said this project increases the single-family homes in San
Leandro and should be supported, and the City Council should make sure
the General Plan maximizes single-family homes rather than multiple
family.
