Minutes - San Leandro City Council Meeting - February 1, 1993 Page - 15 -
PUBLIC HEARINGS (continued)
Mr. Norry distributed photographs to the City Council exhibiting the
• various conditions about which he was speaking.
Council Member Corbett asked if the trucks in the photographs that were
double-parked in front of the houses were on Williams or Neptune. Mr.
Norry said they were on the Federighi property, from about three
different tenants. He said one of them was delivering machinery for
the Martinelli Machine Shop.
Mayor Karp said Mr. Norry had stated earlier in his testimony that
Planning Commissioner Dlugosh had made a statement in the Planning
Commission meetings and it was noted in the Minutes.. Mayor Karp said
he read the Minutes and. did not see. that statement; all he saw was
something saying Mr. Dlugosh could not participate. Mr. Norry said the
statement was in previous minutes. Mayor Karp said the City is in the
process of working with the Park District to acquire properties and get
surveys to install the main entrance to the park on Davis Street.
Iris Lew, 13069 Neptune Drive, said she is against the re-zone to I-2
because of the noise from trucks backing up or putting their phones on
loudspeakers at night. She said three to four nights per week she is
awakened at 2:30-3:00 in the morning by this noise. She said if the
property is zoned General Industrial it would be even worse. She said
there is also considerable noise from the Cummins property at night,
and it sounds like diesel engines warming up.
Mayor Karp directed that staff look into this noise problem with
Cummins.
•
Lou Filipovich, 15376 Laverne Drive, said he assumes the Planning
Commission has turned this matter down more than once, and staff has
turned it down more than once, and he understands the Park District is
not in favor of this change. He said he does not understand why the
City Council would consider this matter and rule against the people who
are supposed to be giving them all of this information. He said he did
not understand how the current zoning would interfere with the
operation of the businesses. He said all equipment must be
accommodated. He said the State of California leads the size and
•
weight of trucks in the Nation. He suggested that a sign be posted
saying the road was for pick up or delivery only and,• if a truck goes
down a road that it is not supposed to be on, its insurance company
does not cover it. He said if you have truck traffic you have to cover
everything. He asked, what if Coca-Cola told Best Company they had to
use doubles instead of 35- or 50-foot trailers. He said ICC trucks are
not any larger than trucks that run in the State of California. He
said the bottom line is that it is ridiculous for the City Council to
rule against their own people.
