Minutes - San Leandro City Council Meeting - March 1, 1993 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> Thomas McCurdy, 1065 Hutchings Boulevard, said there is a sight- <br /> distance problem at the intersection where Hutchings, Martin, and <br /> Virginia meet. He said the street is narrow, and it is difficult to <br /> see in order to make the turn onto the street, and traffic travels <br /> quite fast on the street. He said from Hutchings it is quite difficult <br /> to see because of the cars parked on Virginia. Mayor Karp said staff <br /> would look into this matter. Mr. McCurdy thanked the City for <br /> installing the stop sign on Frederick and Virginia. <br /> Greg Keown, 891 Martin Boulevard, said he agrees with the previous <br /> statements that there are many programs which are not properly funded. <br /> He said he feels he is being forced to pay for a City-owned street tree <br /> that damaged a City-owned sidewalk. He said he feels his taxes pay for <br /> this and he should not have to pay for sidewalk repair work. Mr. <br /> Oliver said the City of San Leandro did not build any of the curbs and <br /> gutters, streets, or sidewalks in the subdivision; those were built by <br /> the developer, per State law. He said State law gives the City the <br /> ability to require property owners to maintain the sidewalks. He said <br /> the City shares in the cost of repairs for sidewalk damage by street <br /> trees; he also said the City makes a number of requirements of property <br /> owners, but they are per State law. He said the property belongs to <br /> the City of San Leandro as required right of way, but it is the <br /> property owners' responsibility to maintain. Mr. Keown said these are <br /> hard times, and he feels the City is looking for other people to pay <br /> for this work. Mayor Karp said the City has loans available to help <br /> property owners. Mr. Oliver said the City has 176 miles of streets <br /> which cost $180 million to maintain, but the City only gets $1 million <br /> per year to do so and is falling far behind in its ability to keep the <br /> streets in repair. Mr. Keown asked if all sidewalk repairs were billed <br /> in the same manner; in other words, were commercial properties required <br /> to pay their share of repairs. Mr. Oliver said they were. <br /> Rosana DeJesus, 1123 Martin Boulevard, also questioned how her bill was <br /> calculated. She said she had originally been told her bill would be <br /> about $700. Bill Silva described the amount of work done on her <br /> property. Ms. DeJesus said the amount was different than what she was <br /> told before and she was surprised. Mr. Vogeney said this property did <br /> not receive an initial notice to repair but, instead, the property <br /> owner asked for the driveway approach to be repaired. He said perhaps <br /> the City Inspector gave her an estimate. Cary Dawson, the City <br /> Inspector, said he gave Ms. DeJesus a field estimate, which he believed <br /> to be in the amount of $750. Mr. Silva said the actual cost is based <br /> on final measurements after the work is completed, and many times it is <br /> found that more concrete needs to be removed than originally <br /> anticipated. Mayor Karp, with concurrence of the City Council , <br /> recommended Ms. DeJesus' bill be reduced to $750. <br />
