Minutes - San Leandro City Council Meeting - March 1, 1993 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> In response from questions from Mr. Mattas, he said notice was provided <br /> to all properties of the assessment amount. The report included all <br /> assessments, and there were no additional modifications to be made to <br /> the list. <br /> The Hearing was then opened to the public. <br /> Juan Santos, 739 Hutchings Drive, said the original estimate for the <br /> sidewalk and driveway work at his property was $675, and he was pleased <br /> that the final bill was $602. He said, however, he did not understand <br /> the cost per square foot or the calculations used in the billing. He <br /> had questions regarding the cost per cubic foot. He also asked if the <br /> project was contracted out to one contractor or to numerous <br /> contractors. Mr. Silva said the contract is bid and awarded to the <br /> lowest bidder. He reviewed the prices for the work with Mr. Santos and <br /> said he would go over them in more detail with him. Mike Oliver, City <br /> Manager, said the City pays for some costs, such as street work, <br /> street-tree related damage, etc. He said the property owners were <br /> charged for curb and gutter, sidewalk and driveway repairs, and those <br /> were pro-rated. Mr. Silva said if the sidewalk is damaged by trees, <br /> the City pays 50% of the cost and the property owner pays 50%. He <br /> said, if there are no tree-related damages, then the property owner is <br /> responsible for 100% of the costs. Mr. Silva pointed out that, <br /> although this is the final billing, property owners did receive prior <br /> estimates that provided detail , descriptions of the amount of work to <br /> be done, and the estimated cost. Mr. Santos said he did not feel there <br /> was anything wrong with his bill , he just wanted a clarification. He <br /> said the improvement upgrades everything in the area. <br /> Pam Wobig, 811 O'Donnell Avenue, said she was also interested in <br /> determining how the City calculated her $700 bill for one section of <br /> sidewalk. Council Member Myers noted people were not objecting to the <br /> cost but were interested in how the cost was arrived at. He said, in <br /> the future, property owners should be given the calculations, as well <br /> as information on the City's share. Mayor Karp said a letter is sent <br /> now that has that information; but, in the future, the letter should <br /> include the final bill . Mr. Silva said, in most cases, the final bill <br /> was less than the original estimate. He described in detail the work <br /> done at Mrs. Wobig's property. <br /> Michael McGougan, 951 Billings Boulevard, said the damage to his <br /> sidewalk was probably caused by two Chinese Elm City trees that were <br /> formerly on the property. Mr. Vogeney, of the City's Engineering and <br /> Transportation Department, said there was tree damage on the property, <br /> and it was taken into account in the assessment. He said the City paid <br /> half of the tree-related costs. <br />
