Matter of PD-93-02, GDP/PDP, Combined; Planned <br /> . Unit Development, General and Precise Plans Combined; .to Operate a <br /> Training Facility, Community Center, and Bookstore for the Deaf at <br /> 1548, 1562, and 1590 San Leandro Boulevard and 568 Parrott Street; <br /> Assessor's Parcel Number 75-39-23, 24-2, 25-2; Deaf Counseling, <br /> Advocacy and Referral Agency (DCARA) ; T-2 (Rapid Transit) District. <br /> On motion by Council Member Faria, who moved its approval , seconded by <br /> Council Members Corbett and Perry, and carried by the following called <br /> vote, the City Council approved PD-93-02 with amendments, including <br /> elimination of Item IV.D. , amendment of Item IV.A to require that, if <br /> the use of the property changes, it would be required to come back <br /> before the City Council for approval , and added a requirement that <br /> notices regarding parking must be posted in the parking lot. (1009) <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> • <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Myers congratulated the San Leandro Unified School <br /> District, especially Roosevelt School , for its nomination for the <br /> California Distinguished School Award. Council Member Myers said he <br /> was notified there is a gate in front of Bermuda Street, but over the <br /> weekend the Police Department was called because there was an animal in <br /> distress, and the Police Department was unable to gain access to the <br /> area. <br /> B. Council Member Myers commended the Planning and Building Department on <br /> their presentation. He said he has had nothing but good words from <br /> people regarding the Department. <br /> C. Council Member Corbett said, at a recent San Leandro Partnership for <br /> Youth Safety Committee Meeting, Juvenile Officer Pete Ballew discussed <br /> increased enforcement techniques and methods for encouraging people who <br /> put graffiti on buildings to assist the City in removing it. She said <br /> a business owner whose business had been graffitied said he hoped the <br /> City could require graffiti appliers to clean up not only the property <br /> they graffitied but other property with graffiti . <br /> Mayor Karp said this is already being done. Mayor Karp said there <br /> should also be a $1 ,000 fine for applying graffiti , in addition to <br /> requiring community service. He requested that the City Attorney come <br /> back with a report making adults responsible. He cited a youth who had <br /> applied graffiti on Halcyon Drive and spent six months cleaning up that <br /> graffiti , as well as other graffiti . <br />
