She said there were two issues -- to <br /> encourage the State and Federal Governments not to create unfunded <br /> mandates, to allow cities to keep their revenue bases so that cities <br /> know how to plan their budgets, and also to encourage the government to <br /> maintain the one-half-cent sales tax as a revenue source. She said the <br /> second issue was that the other counties looked at Contra Costa <br /> County's proposal and consider adopting it. She said the needs of <br /> local government are finally getting some press attention. <br /> K. Council Member Perry said the League of California Cities Life After <br /> the State Budget Committee is going to meet on April 15 to discuss <br /> strategies to be adopted. Council Member Perry said, serving as an <br /> ABAG Representative, she will now be on the Congestion Management <br /> Agency's Plans and Programs Committee with Mayor Karp. She said San <br /> Leandro will have two voices on that Committee, which will , hopefully, <br /> help in the future. <br /> L. Council Member Perry noted that Steve Meyers, City Attorney, is part of <br /> the Bay Planning Coalition, and he is in charge of the program on <br /> Thursday, which will include planning in the Bay and look at economic <br /> versus environmental issues. She commended him on his efforts. <br /> M. Council Member Perry requested that staff study the use of fiber optics <br /> and how they could relate to the City's underground utility program. <br /> N. Council Member Perry noted that the San Leandro Partnership for Youth <br /> Safety Committee has recommended adoption of drug-free zones for <br /> schools on public parks. She said the City Attorney is drafting a <br /> resolution, and the City Council and School District would be asked to <br /> take action at the same time. She said she will also provide a report <br /> on the San Leandro Partnership for Youth Safety Committee. <br /> 0. Council Member Faria spoke regarding the Earthquake Preparedness Fair. <br /> He said a local vendor has an earthquake gas valve available. He said <br /> the vendor was told it would cost $75 for a City permit. Council <br /> Member Faria said he is concerned that people would not use the valve <br /> because of the price of the permit fee or it would be installed without <br /> a permit. He noted that Hayward, Oakland, and Alameda County all <br /> charge less than the City does as a minimum fee. He said the minimum <br /> fee of $75 for water heaters encourages people to install the water <br /> heaters without a permit. He said the $75 fee for the earthquake valve <br /> means no one will get a permit or they will not install the valve. He <br /> said the City should look at the minimum fees from the public-safety <br /> aspect rather than fund recovery. <br /> Mayor Karp noted that these earthquake valves should also be carefully <br /> inspected. He said there are many on the market that work, but there <br /> are many which do not work. Council Member Faria said this particular <br />
