Ken Vogeney said the <br /> originals of the photos were attached to the original Negative <br /> Declaration in the City Clerk's Office. <br /> Mayor Karp recommended that the public be permitted to testify and then <br /> allow Mr. Walker to follow up at the end of the testimony. <br /> Jan Fong, 1623 Edgehill Court, said, at the last meeting, a lot of <br /> neighbors were concerned about the environment, and she was concerned <br /> about the soil . She noted the location of her property and said she <br /> was concerned about the soil because she did a lot of work to her <br /> house, and the soil does move and sink. She said she spent over <br /> $200,000 doing work on her property. She thought that, after the last <br /> meeting, the neighbors were going to meet, and was not clear on the <br /> purpose of tonight's meeting and still had questions regarding the <br /> soil . She said the soil on her property had shifted and they had to <br /> install 60 piers to stabilize it. <br /> Don Cook, 2155 Edgehill Court, said every house has a fence except his, <br /> so he could attest to the wildlife and noted the various deer that come <br /> through his yard each year, as well as cats, raccoons, and other <br /> wildlife. He noted the City Council had earlier made a declaration for <br /> Earth Day and Arbor Day. He asked what trees would be taken out. <br /> Mayor Karp said, in August 1992, one of the things discussed was that, <br /> whatever was decided, the property owner would have a meeting with the <br /> neighbors. He asked if that had ever happened. Mr. Cook said it had <br /> not. <br /> Mayor Karp said he remembered that the property owner was to have a <br /> meeting with the neighborhood and said he did not think the City <br /> Council should make a decision on this matter until that meeting was <br /> held. He noted that, if this matter fails, it fails for a full year. <br /> Scott Edwards, 1473 Montrose Drive, said he reviewed all the material <br /> on file with the City Clerk, and not much had changed since August when <br /> the last Negative Declaration was rejected. He said there were letters <br /> in the file from Mr. Lu's civil engineer and from Terrasearch Company <br /> saying everything is alright, but there have been no new reports to <br /> support that judgment. He noted a letter from the Terrasearch Company, <br /> dated October 7, 1992, regarding fill at the site, and an earlier soil <br /> and geologic report of November 18, 1969. He asked if the western <br /> residence would be resting on soil that hasn't been studied since 1969. <br /> Mayor Karp corrected his statement that, if denied, this proposal would <br /> be delayed for a year; he said, since it is only a split of property, <br /> another application could be filed. He said the neighbors have a lot <br /> of questions and suggested the matter be tabled until the neighbors <br />
