Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett asked if fire access could be provided <br /> elsewhere. Mr. Weisbrod said the only alternative would be for fire <br /> vehicles to use Donna or make a large turn around the site. <br /> Mayor Karp thanked Mr. Weisbrod for a good staff report. <br /> Doug Federighi , the Applicant, introduced himself and his partners. He <br /> said the project CC&R's will include prohibition of parking RV's and <br /> boats, as well as prohibiting garage conversions. He said he <br /> interviewed the former manager of the Ashland Lumber Company regarding <br /> the Donna Avenue access and was told that most vehicles entered the <br /> site from East 14th Street and exited Donna Avenue. He said the door <br /> shop also exited on Donna, with about two trucks per day. He said <br /> Donna Avenue and the neighboring streets were named for his father's <br /> partners' daughters. He said he does not want to affect the <br /> neighborhood in a negative way. He said there would be limited access <br /> through the Donna Avenue gate, and residents would have a hand held <br /> automatic opener. He guessed that on average there would be 6 to 7 <br /> trips per day, mostly in the morning peak commute hours. <br /> Council Member Corbett asked if he had met with neighbors and discussed <br /> the hand held gate controls for idea. Mr. Federighi said he had met <br /> with neighbors, and they felt that the hand held control would be an <br /> improvement, but they would still prefer not to have access on Donna <br /> Avenue. He said the project is largely support by the neighbors, with <br /> the Donna Avenue access being the one issue of contention. <br /> Mayor Karp opened the matter to the public. <br /> John Justino, Halcyon-Foothill Homeowners Association, said his <br /> association has had several meetings with the developers and they are <br /> definitely in opposition to the Donna Avenue access except for <br /> emergency fire access. He said the hand held openers will not stop <br /> traffic in the area. He said otherwise the Association likes the <br /> project and feels it will beautify the area. <br /> Council Member Perry asked if the Donna Avenue gate was the only issue <br /> to which his members objected. Mr. Justino said it was. <br /> Council Member Kerr asked what Mr. Justino's Association suggests to <br /> solve the problem. Mr. Justino suggested that the City Council and the <br /> developer look at the apartment complexes on East 14th Street across <br /> from this site. He said the access to the site should be on East 14th <br /> Street and there should be a stacking lane. <br /> Council Member Corbett said the major concern seemed to be traffic <br /> cutting through the site from East 14th Street. Mr. Justino said he <br /> has always traveled through East 14th. He said the stop sign on Donna <br /> at Lillian is ignored a lot and another stop sign wouldn't solve the <br /> problem. <br />
