Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 19 - <br /> Randy Walker, 1272 Betty Street, said he objected to the Donna Avenue <br /> access. He said his children play on the corner of Donna and Betty and <br /> he is concerned about cut-through traffic. He said he would prefer to <br /> see a solid wall along the Donna Avenue side of the project. <br /> Mayor Karp suggested that the City organize a meeting with the <br /> neighbors and the Traffic Engineer to try and eliminate some of the <br /> traffic problems on Donna Avenue. <br /> Larry Lipton, 1372 Dorothy, said he has made $25,000 worth of <br /> improvements to his property to stop cars from driving over it. He <br /> said he knows how much additional traffic will be generated by use of <br /> this site. He said his home is up for sale and he has had to lower the <br /> price by $30,000 in the last year. He said buyers are scared off <br /> because of the proximity of his home to this development. <br /> Mayor Karp asked how the closure of the lumber company has affected Mr. <br /> Lipton's property. Mr. Lipton said he doesn't object to the project <br /> but the street can't afford any more traffic. He said all the <br /> complexes from San Leandro Blvd. to Bayfair exit on East 14th Street. <br /> Jeff Jensen, 1153 Louise Street, referred to a letter he had sent to <br /> Planning Commissioner Mike Pretto which detailed his concerns on the <br /> project. He said his main concern was with egress off Donna Way, which <br /> he did not feel was appropriate for the site. He said many of the <br /> other developments do not have egress onto residential streets. He <br /> noted an approved fire exit on 144th Street and said an emergency fire <br /> exit was better than an egress off Donna Way. He said an emergency <br /> egress also has aesthetic impacts because the development cannot be <br /> screened from the street and the adjacent residential neighborhood with <br /> a fire gate. He said the project will be physically very imposing <br /> unless there is proper screening and landscaping. He said he wants to <br /> see development at the site and residential is appropriate, but it must <br /> be designed in a manner that minimizes impacts to the existing R-1 <br /> neighborhood and provides long-term value for the community. <br /> Lucy Agee, 1283 Betty Avenue, on the corner of Donna, said she <br /> understands there were 8 to 15 people from the neighborhood at the <br /> homeowners association meeting but said she has 71 signatures of people <br /> who live in the surrounding area on Louise, Betty, Dorothy, Margery, <br /> and Lillian. The City Council said they had copies of the petition. <br /> Esther Taylor-Joseph, 1351 Margery Avenue, said she has three children <br /> and has lived in her home for 15 years. She said she understands that <br /> the streets in her area were named after the daughters of Mr. <br /> Federighi 's partners and asked how those daughters would like it if <br /> people could look into their backyards. She said she has two young <br /> girls and would like to have her privacy respected and did not want a <br /> unit that was tall enough to look into her backyard. She said she was <br /> concerned about the traffic issue, because her children can now safely <br />
