Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 20 -
PUBLIC HEARINGS (continued)
play in the street, and this project will bring in 28 families. She
said a 5-foot fence will not stop people from jumping over it,and it
will not stop thieves. She recommended that a wall be built like the
wall already erected on Donna Street. She asked the City Council to
consider the elderly people in the neighborhood; she said many of them
do not want to see the project built. She read a letter from Mr.
Lucky, who is 82 years old and an original homeowner, saying they do
not approve of the planned construction of condominiums. She asked the
City Council to reduce the number of units and erect a solid wall to
protect the integrity of the neighborhood.
Rudy Garonic, 1301 Margery, said he has lived there for 13 years and
applauds efforts to improve the City. He said the proposed project
will be fine if there is access only from East 14th Street. He also
objected to the idea of more stop signs, etc. , and said he is willing
to put up with cut-through traffic. He objected to any more traffic in
his neighborhood. He said the door and lumber company had only one or
two large trucks early in the morning and otherwise pickup trucks,
which were not a problem. He said the rest of the traffic was on East
14th Street. He asked the City Council not to open up Donna. He said
it would be too dangerous for children in the area.
Council Member Perry asked if he had objections to it being residential
or having 28 units, or if his concern was just the access. He said his
concern was just the access.
Mayor Karp asked how many trips per day there were to the lumber
company. Mr. Garonic said 3 or 4 large trucks, 10 to 15 small pickup
trucks.
Rick Barrows, 1243 Betty Avenue, complained about the access to Donna
Way. He said he uses Donna as a cut-through, as do many other people.
He said, if a car is parked on the curb, there is only enough room for
one car to get through. He said Donna acts as a runway for rush-hour
traffic and should not be accessible to the residents of the proposed
condominium, and access should be limited to East 14th Street.
Mayor Karp asked his opinion of having more stop signs, etc. , and
having the Traffic Engineer look at the situation. Mr. Barrows said he
did not know if the Traffic Engineer could help with cut-through
traffic because it is a direct route to Hesperian, bypassing East 14th.
Mayor Karp requested a hand count from the audience as to whether they
would like to meet with a Traffic Engineer regarding the traffic
situation in the area.
