Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 21 -
PUBLIC HEARINGS (continued)
Wayne Woodard, 1364 Dorothy Avenue, said the problem is the gate. He
said it is a bad turn, and younger people try to see if they make the
corner. He said the fence at Mr. Layton's house has been knocked down
twice from cars losing control . He asked why the buildings on East
14th and on Hesperian are not required to have rear exits, and he did
not understand why the Fire Department required a rear exit on Donna.
He asked if anyone had talked to the owners of Cost Less Foods to see
if they would allow access to the corner.
Norm Weisbrod said the Fire Department needs the emergency access on
Donna Street so they can get through the project, because there isn't
room for them to turn around; and, if there is a fire or emergency on
East 14th Street, they would have the alternative of using Donna. The
developer has talked to the owners of the shopping center, and they are
not amenable to opening access; and, although he is a part owner of the
center, he cannot force them to give access, nor can the City force
access.
Mr. Woodard said the gate would be located at the corner, where the
street is only two lanes wide. He said cars would back up behind cars
waiting to get access to the gate. He said the parking in the
development would not be adequate for visitors. He said he doesn't
mind the project at all , just the gate.
Jeff Fallon, 1347 Dorothy Avenue, said his biggest complaint is the
access on Donna and public safety. He said there are children in the
area, and there is already enough traffic. He said he is all for
development, but nothing is worth a child's safety. He said fire
access is fine, but it should not be open to residents.
Diane Ronick, 1301 Margery Avenue, said traffic uses the neighborhood
as a shortcut to K Mart. She asked that there not be any vehicle
access on Donna at all . She noted her mother lives in an apartment
complex on Bancroft which has only a single access.
William J. Rockett, 1310 Dorothy Avenue, said he objects to the access
on Donna. He said that is a hazardous traffic location and the turn is
very narrow. He doubted that a fire truck could negotiate the turn and
make it into the gate. He said he was glad the Mayor acknowledged that
the Traffic Engineer should look at traffic in the area.
Christino Delgado, 1249 Lillian, said he would like to see the number
of units reduced, which would reduce traffic. He said he opposed the
access on Donna and asked if the Fire Department could design some sort
of access, keeping in mind the safety of the residents and protection
of property. He said he did not mind the building of the unit but
would like to see a smaller design.
