He said the fee has been determined to be $26.33 for the <br /> equivalent, single-family parcel of one-quarter acre or less. He said, <br /> from that, the fee can be derived for commercial , industrial , and other <br /> types of property. He said, for example, for a commercial parcel , it <br /> would be $210.64 per acre, per year; apartment/condominiums would be <br /> $157.98 per year, etc. <br /> Council Member Kerr asked if Mr. Taylor had information on what other <br /> cities in Southern Alameda County are charging. Mr. Taylor said <br /> Hayward's current fee is $14.80, with a proposed fee for 1993-94 of <br /> $25.64, which does not include storm line maintenance or inspection <br /> costs. He said every city is doing this a little differently. <br /> Council Member Corbett asked how Hayward proposed to fund those <br /> additional activities. Mr. Taylor said they would use Gas Tax for the <br /> storm lines, and their inspection process would be a little different <br /> from San Leandro's. <br /> He said the City of Fremont is currently studying the matter and will <br /> break it down into components, including a basic rate of $13.30. If <br /> they put their street sweeping in, it will be an additional $11 .28; <br /> catch basin cleaning and leaf removal would be an additional $6.00; <br /> which would total $38.58. He said, although they must comply with the <br /> Act, they can use their Gas Tax funds to pay for it if they have funds. <br /> He said the City of Newark is also studying the matter and is looking <br /> at a range of $14.00 to $35.00. He said the $14.00 represents only <br /> anything new and additional ; the $35.00 is the total cost to administer <br /> and implement the program. He said the City of Alameda currently has <br /> a $20 fee, which does not include the full cost of street sweeping and <br /> does not include any commercial/industrial inspection costs. He said <br /> the City of Livermore is currently $18.00, with a 10% surcharge on <br /> business and industrial parcels and a separate charge if there's a <br /> complaint on commercial/industrial . He said they do not include storm <br /> drain system inspections in the cost but will use Gas Tax. He said he <br /> did not hear from the City of Pleasanton. <br /> Council Member Faria asked how runoff from freeways would be handled. <br /> He said the freeways would contribute to the problems. Mr. Taylor said <br /> Cal -Trans feels they are exempt from being charged the fee. He said <br /> public agencies are generally excluded from Alameda County's <br /> calculations. He said it would be difficult at this time to spread <br /> costs for freeways between all the various jurisdictions. He said San <br /> Leandro is ensuring that Cal -Trans complies with the same standards <br /> with which the City is complying. He said the Regional Water Quality <br /> Control Board assures that they will forward a letter to Cal -Trans, <br /> advising them of their responsibility under the Clean Water Program. <br />
