Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 8 -
NEW BUSINESS (continued)
6.D. Resolution No. 93-71, Resolution Authorizing the City Manager to Enter Into
a Contract with Collaborative Designs for Construction Drawings (authorizes
the City Manager to sign a contract to provide for completion of
construction drawings for the seismic retrofit of the Fire Stations, the
Public Safety Building, and the Emergency Operations Center [EOC]) .
(1083)
Introduced by Council Member Corbett, who moved its adoption, seconded by
Council Member Faria, and carried by the following called vote:
AYES: Council Members Corbett, Faria, Myers, Perry, Polvorosa;
Mayor Karp ( 6 )
NOES: Council Member Kerr ( 1 )
ABSENT: None ( 0 )
A. Resolution Approving Agreement, County of Alameda/Rehabilitation
Program (transfers operation of the Housing Rehabilitation Program from
the City to Alameda County) .
Steve Emslie, Planning Manager, said Jack Shepherd, the County
representative from the Housing Agency, would like to make comments
regarding the contract.
Council Member Kerr asked what agency of the County was involved and
what City funds would be freed up - CDBG or General fund.
Jack Shepherd, Assistant Planning Director, Alameda County, and John
Klein, City Housing Coordinator, said Housing Community Development
Block Grant funds would be saved.
Council Member Corbett said this is part of Reinventing Government and
finding ways to share administrative services, thereby cutting costs.
She said she was very happy to know that, by reaching a joint agreement
with the County, the City will save $71 ,000 that can go into housing
retrofit and rehabilitation costs, so the funds will be used on work
instead of administration.
Council Member Perry said it is nice to be able to use funds for
services vs. administration. She also said part of this was the
mobile-home grant program and asked if the brochure had gone out to the
mobile homes so they know the grant program is available. Mr. Klein
said it has.
