Minutes - San Leandro City Council Meeting - May 3, 1993 Page - 10 - <br /> NEW BUSINESS (continued) <br /> Council Member Faria said the fee as proposed might be cheaper for the <br /> leagues than having to keep track by game. He said an annual fee, one <br /> time a year, gives them an up-front fee for the entire year. He said <br /> this will help defray but not cover the City's costs. <br /> Mayor Karp said the City Council has encouraged youth in this City to <br /> play all types of sports and has supplied the use of fields. He said <br /> some youths can afford the $10, some cannot. He said some leagues have <br /> done well with sponsorships, but many are struggling. He said if one <br /> youth was left out because they couldn't afford the $10 fee he would <br /> never feel right about it. He suggested a meeting with all of the ball <br /> clubs to see if they can develop a plan. He said the idea of charging <br /> $10 per youth bothers him. He said some teams and leagues have <br /> developed ways to raise funds, such as building snack shacks, <br /> scoreboards, etc. , and staff and the Commission need to go back to the <br /> drawing board. <br /> Mr. Nahm said the Recreation and Parks Commission shares the Mayor's <br /> concerns. He said they felt this offered the leagues an opportunity to <br /> have fundraisers and to know how much they needed to raise. <br /> The Mayor opened the floor to the public. <br /> Syd Sadeghi , said Dennis Smith works very hard and provides anything <br /> the Floresta League asks for. He said there are 10 fields, but 90% of <br /> the fields are on the School District property. He said the leagues <br /> practice on them at no charge, and he is concerned the School District <br /> may start to charge a fee for practice. He recommended organizing a <br /> golf tournament as a fundraiser for all of the leagues. He said such <br /> a tournament could raise $7,200. <br /> Kathy Records, 15560 Calgary Street, said she works very hard for <br /> youth. She said user groups were invited to attend the meetings, and <br /> not one group was in favor of the surcharge. She said their concerns <br /> were not taken seriously by the Recreation and Parks Commission. She <br /> said they presented petitions with over 280 signatures opposing the <br /> surcharge. She said she sympathizes with the City's position, but she <br /> said parents are not able to pay the registration fee; and, if children <br /> are not able to be involved in sports, they will resort to hanging out <br /> on the street and graffiti problems will increase. <br /> Mayor Karp asked if she had gotten together with the leagues, <br /> Recreation and Parks Commission, and Mr. Smith to see what could be <br /> done. <br /> Ms. Records said they had offered at the Commission meeting to find <br /> solutions. She said they are already doing fundraisers just to help <br /> with registration, etc. She said people don't have enough money to <br /> support fundraisers. <br />
