• <br /> Minutes - .San..Leandro .City Council Meeting - May 17, 1993 Page - 14 - <br /> PUBLIC HEARINGS (continued) <br /> Council Members Faria and Myers said they were also contacted. <br /> Council Member Corbett said a message was left on her machine. <br /> Mayor Karp asked the property owner if he had contacted the neighbors <br /> and had a meeting. The property owner said he had. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bill Silva, City Engineer, said this Public Hearing was <br /> continued from the April 19, 1993, City Council Meeting. He <br /> distributed photographs of the site to the City Council . Mr. Silva <br /> said at the last meeting the City Council asked the developer and <br /> property owner to schedule a meeting with the neighbors. He said a <br /> meeting was held, and general information regarding the meeting was in <br /> the packet. He said 43 people attended the meeting. He said Mr. <br /> Walker, representing the property owner, would make a presentation and <br /> summary of the meeting. He pointed out the Negative Declaration <br /> originally prepared was not approved or disapproved by the City <br /> Council . He said several changes have since been made and additional <br /> information has been presented. He said two issues that needed to be <br /> reviewed were finding that the Negative Declaration is complete and <br /> approval of the Parcel Map and associated agreements. He presented an <br /> overhead with location of the lot and the proposed split into two <br /> parcels. <br /> Mayor Karp said the people who live above the lot were concerned that <br /> there was engineered fill on the lot, and they want to be reassured the <br /> lot would not slide. Staff said the property owner's Geotechnical <br /> Engineer could give information on this point. <br /> Council Member Faria noted the Negative Declaration was still dated <br /> December 16, 1992, and asked if something new had been done. Ken <br /> Vogeney, Assistant Engineer, said the Initial Study was done by Mr. Lu, <br /> the property owner, and staff provided additional information at a <br /> later date. He said the previous Negative Declaration was done August <br /> 19, 1992, and noted page 179 of the Agenda showed a newer version. <br /> Although the cover page still had the old date, changes were made. <br /> Council Member Perry asked where the actual building pads would be on <br /> the lots. <br /> Council Member Polvorosa asked where the driveways and the cuts to the <br /> pad would be located. Mr. Vogeney described the joint-access driveway <br /> easement. <br /> Mayor Karp said two things were under consideration: the Negative <br /> Declaration as to Environmental Impact, and a lot split. He said the <br /> property was zoned R-1, and under R-1 zoning the applicant could build <br /> one, single-family unit without approval of the City Council or any <br /> body in San Leandro, excepting the Building Department. <br />
