San Leandro City Council Meeting - May 17, 1993 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> Randall Walker, Consultant for the Property Owner, 1336 Guido Street, <br /> Oakland, asked for clarification of the City Council disapproval of the <br /> Negative Declaration. <br /> Mr. Silva said in August 1992 the City Council voted to disapprove the <br /> Negative Declaration and asked for additional information. He said the <br /> developer said he would get that information, which he has done. Mr. <br /> Walker said it was important to keep this matter in perspective. He <br /> said this was not a matter of the developer versus the neighborhood, <br /> but of a property owner in San Leandro trying to make the best use of <br /> his property and trying to do so with sensitivity to the neighbors and <br /> within the parameters set by the City. He showed overheads and slides, <br /> describing the 1 .9-acre property. He said minimum street frontage of <br /> 70 feet was required, and small pieces of property had been purchased <br /> to meet the frontage requirements. He detailed the steps required to <br /> bring the matter to the City Council , including filing a Subdivision <br /> Improvement Agreement, paying Parkland In-Lieu Fees, agreeing to build <br /> the cul -de-sac at the end of Montrose Drive, obtaining bonds and <br /> insurance, etc. He said all of the City criteria have been met; maps, <br /> soils reports, and field Biologist reports have been approved. He <br /> showed slides taken from various locations on the site to give an <br /> indication of how small the building areas would be, the minimal impact <br /> on neighbors and how little impact grading would have. He noted the <br /> cul -de-sac would be completed and a new drainage system constructed. <br /> In response to a question from Council Member Polvorosa, he said the <br /> degree of the slope would be 35 percent. <br /> Mr. Randall noted there had been damage to the pool above building pad <br /> no. 2 that had caused erosion. <br /> Mr. Walker said a meeting was held with the neighbors. He said 43-44 <br /> people were present, and the Soils Engineer, Biologist, and Civil <br /> Engineer were there to answer questions. He said it was a very <br /> emotional meeting. He said he tried to address privacy and other <br /> concerns of the neighbors. He said there was concern regarding <br /> disruption to the wildlife. He said, although the wildlife would be <br /> disrupted during construction, much of the area will remain untouched; <br /> and Mr. Lu had agreed not to put up fences which would prohibit the <br /> movement of the wildlife. <br /> Council Member Corbett asked if Mr. Walker had a list of concerns of <br /> the neighbors and whether they had reached consensus. Mr. Walker said <br /> there was a lot of discussion and feedback; but it had been difficult <br /> to get through the meeting, and there was no consensus. He said the <br /> President of Bay-O-Vista had attended the meeting, and neighbors were <br /> asked to give a list of concerns to him; but, to the best of his <br /> knowledge, they had not done so. <br />
