.Minutes - San Leandro City.Council Meeting. - May 17, 1993 Page - 16 - <br /> • <br /> PUBLIC HEARINGS (continued) <br /> Mr. Walker said all of the issues were defined and addressed under CEQA <br /> in the Negative Declaration. He said this had been reviewed with the <br /> neighbors. <br /> Council Member Corbett said she was trying to find a way to narrow down <br /> the issues. Mr. Walker said the technical issues were related to <br /> soils, grading, and drainage. He said many of the issues of the <br /> neighbors are emotional . <br /> Mayor Karp noted what was before the City Council was a lot split, not <br /> a Precise Plan. He cautioned the City Council to be careful in what <br /> they discussed and noted that, if no lot split was approved, Mr. Lu <br /> could cut down every tree. <br /> Council Member Perry said soils, trees, and the view were issues, as <br /> outlined in the staff report. Mayor Karp said trees in the Bay-O-Vista <br /> area are covered in the CC&R's as far as blocking views, etc. <br /> Chris Rogers, Sycamore Associates, Lafayette, a Wildlife Biologist for <br /> the property owner, said wildlife do use the property. He said he <br /> evaluated their use of the site and they use it primarily to cross to <br /> other areas. He said construction will not severely limit wildlife's <br /> current use. <br /> Douglas King, Terrasearch, Inc. , Dublin, said he is a registered <br /> Geotechnical Engineer who works on soils. He gave a brief history of <br /> the site. He said the site was investigated in 1969 by Terrasearch, <br /> Inc. , and they found a narrow ravine down the middle with a ridge line <br /> on both sides. He said soil conditions at that time showed a mantel of <br /> two feet of soil over bedrock. He said, as part of the development <br /> above the site, the ravine was filled in in 1972. He showed a section <br /> of the engineered fill on an overhead and described how it was <br /> constructed in 1972. <br /> Council Member Polvorosa asked if the fill was wedged into the existing <br /> hill . Mr. King said it was benched into the native material and then <br /> trees were planted. He said, in his opinion, the building pads would <br /> not disturb the existing fill . <br /> Council Member Corbett asked if the pads will be cut into the fill . <br /> Mr. King said the structure would rest on native ground. The garage <br /> and driveway will require cuts but would not affect the stability of <br /> the fill . Mr. King said the fill has been there for 21 years, has gone <br /> through the last six years of drought and then heavy rain but shows no <br /> signs of instability. He said Site 2 is totally native except for the <br /> driveway that goes into the garage. He showed the driveway between the <br /> two sites and the associated retaining wall . He said in 1991 his firm <br /> looked at the existing fill and reached the same conclusion as in 1969, <br /> which was that it would be feasible to develop this property. <br />
