May 17, 1993 Page - 20 - <br /> PUBLIC HEARINGS (continued) <br /> Mayor Karp said Mr. Lu could build anywhere he wanted to on the site. <br /> Ms. Roberts said her major concern was about the driveway and the fact <br /> there was no retaining wall , and removal of a lot of vegetation. She <br /> said she understood that, if Mr. Lu were able to build only one home, <br /> the project would probably not fly. <br /> Council Member Myers said it was his understanding the driveway could <br /> go anywhere on the property, even with the lot split. Mr. Vogeney said <br /> what controlled the location of the driveway was the Civil Engineering <br /> design; the City had no control over the location. <br /> Council Member Kerr asked if a barrier could be installed to prevent <br /> cars from going into the pool . Mr. Vogeney said Mr. Lu had indicated <br /> he would look into that matter. <br /> Steve Fong, 1623 Edgehill , said 2,800 cubic yards, which equals 75,600 <br /> cubic feet of dirt, will be removed. He said this equated to one foot <br /> off of the entire 1 .9 acres. He said that is more than just a little <br /> impact. He said his concern is he has gone through two repairs on his <br /> property. He said because of problems he experienced on his property <br /> he had to have piers installed from 3 feet to 60 feet deep. He said he <br /> did not sue the builder, the City, etc. , but bore the cost himself. He <br /> said having gone through that experience he does not want to have to <br /> sue anyone. He said all the people in the area are sensitive to damage <br /> and slippage. He said there is great potential for lawsuits. <br /> Mr. Walker said all the Engineers have full Errors and Omissions <br /> Insurance, which is good for 10 years. He said the building envelopes <br /> represent the areas where the houses will be located, but they do not <br /> intend to make large cuts and take out a lot of fill . He said they <br /> intend to use pier construction. He said the pier depth will be <br /> reviewed by the City during construction. He said material was <br /> available at the neighborhood meeting. He said, in response to Ms. <br /> Roberts' concern, they were looking into building a barrier in addition <br /> to the vegetation. He said there are already an extensive amount of <br /> pine trees, but they would be willing to work with her. He said an <br /> extensive use of concrete view ditches will be made to control drainage <br /> and bring it down the hill in a controlled manner that will not pick up <br /> soil or vegetation. <br /> In response to questions from Council Member Perry, Mr. Walker said <br /> 2,800 cubic yards of material would be removed. He said it would take <br /> about three to five days to remove this material in dump trucks. He <br /> said there would be a seven-foot vertical cut behind Ms. Roberts' <br /> property. He said the 23-foot-high retaining wall is on a slope that <br /> will be tall in the center and go down to two feet at each end. He <br /> said it is possible that there is loose soil on Mr. Griffin's property, <br /> but it depends on how the finished grading was done. He said, however, <br /> there has been no movement on the engineered fill , and it has been <br /> tested since 1971 . <br />
