Resolution Approving Contractual Services Agreement with LSA <br /> Associates, Inc. , to Prepare a Supplemental Environmental Impact Report <br /> (SEIR) for the Roberts' Landing Precise Development Plan (provides for <br /> environmental services) . <br /> Council Member Perry said she had concerns related to the scope of <br /> services and the drainage plan. She asked where the cumulative impacts <br /> would be addressed. Regarding Item 6, noise, she asked where the <br /> airport noise would be addressed. She said these were both issues in <br /> the EIR. <br /> Mayor Karp noted that 100% of the cost of the EIR will be reimbursed by <br /> Citation Homes. Steve Emslie, Planning Manager, said drainage will <br /> need to be designed for the whole subdivision at one time. He said a <br /> lot of that design has been dictated by State and regional agencies and <br /> drainage will probably be pumped into the creek instead of the <br /> Estudillo Channel or the marsh. He said the General Development Plan <br /> Conditions related to noise establish adequate mitigations for noise, <br /> but he will make a note of the concern regarding airport noise and pass <br /> it on to LSA. <br /> Council Member Perry requested he address railroad noise as well . <br /> Council Member Corbett asked when the City Council will receive copies <br /> of the EIR. She said she is concerned that they receive the EIR early <br /> enough to do a good job of review. Mr. Emslie said the Council will <br /> receive the EIR on the first day of the 45-day public review period. <br /> The following Resolution was then introduced: <br /> Resolution No. 93-95, Resolution Approving Contractual Services <br /> Agreement with LSA Associates, Inc. , to Prepare a Supplemental <br /> Environmental Impact Report (SEIR) for the Roberts' Landing Precise <br /> Development Plan (provides for environmental services) .
