Resolution Adopting Prequalification Standards for Bidders on Public <br /> Works Projects (establishes objective standards to be utilized for pre- <br /> qualification of bidders on public works projects) . <br /> Council Member Kerr referred to the last line on page 129 of the Agenda <br /> for this item and said it sounds exclusionary. He said he would like <br /> to see it changed from "pre-qualified" to "qualified." Steve Meyers, <br /> City Attorney, said the purpose of the Resolution is to authorize, in <br /> certain circumstances, pre-qualification of bidders, meaning they have <br /> to meet certain requirements which are now set forth in the Municipal <br /> Code. He said it is intended that all bidders who can meet those <br /> requirements will be qualified to bid, but they must be pre-qualified <br /> in order to do so. He said it does exclude bidders who cannot meet the <br /> qualifications. He said, to avoid problems, the pre-qualification <br /> requirement will be advertised prior to advertising the job. <br /> Council Member Kerr said he would not want to see a list of contractors <br /> used over and over again with no one else getting the opportunity to <br /> bid on projects. Mr. Meyers pointed out that pre-qualification would <br /> take place individually for various jobs. <br /> Council Member Kerr noted that, on page 130, there was a reference <br /> which read "shall , " yet on page 131 it said "may. " Mr. Meyers said <br /> there is no distinction in terms of the Resolution. The standard <br /> simply defined the qualified bidders per the Municipal Code. He said <br /> both of them should read "shall . " <br /> Council Member Perry asked if there were any controls over <br /> subcontractors. Mr. Meyers said no, that responsibility was left to <br /> the prime contractor. <br /> Council Member Myers noted that this type of pre-qualification is very <br /> common. <br /> Council Member Kerr said he understands that, but he did not want to <br /> use the same list of contractors over and over again and exclude <br /> others. <br /> The following Resolution was then introduced: <br /> Resolution No. 93-96, Resolution Adopting Prequalification Standards <br /> for Bidders on Public Works Projects (establishes objective standards <br /> to be utilized for pre-qualification of bidders on public works <br /> projects) .
