Minutes - San Leandro City Council Meeting - June 7, 1993 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> The following Ordinance was then introduced: <br /> Ordinance No. 93-011, An Ordinance Amending Title II, Chapter 4, of the <br /> San Leandro Municipal Code Relating to Utility User Taxes for <br /> Telephone, Electrical , Gas and Cable Television Service, and Declaring <br /> This Ordinance to Be an Urgency Measure, to Take Effect Immediately, <br /> Because it Relates to Taxes for the Usual and Current Expenses of This <br /> City (contingency measure to increase Residential Utility Tax by 1% and <br /> add Cable Television to tax base in the event the State budget <br /> reduction to the City is greater than $1.5 million) . (1170) <br /> Introduced by Council Member Myers, who moved that it be passed to <br /> print and adopted, seconded by Council Member Faria, and carried by the <br /> following called vote: <br /> AYES: Council Members Corbett, Faria, Myers, Perry; <br /> Vice Mayor Polvorosa ( 5 ) <br /> NOES: Council Member Kerr ( 1 ) <br /> ABSENT: None ( 0 ) <br /> 9. MATTER OF APPOINTMENT OF MAYOR <br /> Council Member Kerr said there have been a lot of rumors and suggestions. <br /> He said a special election would be costly and time consuming, and the <br /> person would only serve for 10 months. He said it is important to be <br /> careful . He said there have also been suggestions to hold this over to a <br /> later meeting, to have a public meeting, public suggestions, etc. He said <br /> he would like to see it held over because more public input is needed. He <br /> said Marcia Karp should also be asked who she would like to see follow her <br /> husband. Council Member Kerr said he also sees the other side, and the <br /> person appointed should be knowledgeable in redevelopment, budget, etc. He <br /> suggested that the matter be held over and Mrs. Karp be asked for her <br /> input. <br /> Council Member Myers said everyone is concerned and wants to do the right <br /> thing. He said Mayor Karp is not being replaced, but an interim Mayor is <br /> being put in until April . He said he feels Mayor Karp would agree with the <br /> need to move forward. He said he has had many calls regarding the Mayor's <br /> position over the past week. He said a few citizens have asked him to <br /> postpone any appointment of Mayor to show respect to Dave and Marcia Karp. <br /> He said an appointment tonight would not be disrespectful but would <br /> probably be what Mayor Karp would have wanted. He said the Council must <br /> show its leadership ability in these difficult and sensitive times, <br /> nominate an interim Mayor, and get back on track. He said the Council <br /> agenda is very heavy over the next couple of months, and the decision must <br /> be made this evening to accomplish the goals as set forth by Mayor Karp <br /> himself. He said the Mayor nominee should come from the present Council <br />
