He said <br /> the vacant Council seat should be filled at a later date, preferably with <br /> someone from the Planning Commission or Board of Zoning Adjustments, who is <br /> not going to run for Council or Mayor in 1994. <br /> Council Member Myers then moved to nominate John Faria as the interim <br /> Mayor. <br /> Council Member Corbett said she had preferences with regard to the process. • <br /> She said there is a reason for a 60-day period: to allow for selection of <br /> the Mayor, to allow for reflection, and to allow for an open discussion of <br /> the process. She said she did not advocate waiting the 60 days but felt <br /> the Council must move forward, and a smooth transition is needed. She said <br /> the Council must carefully weigh and balance all interests. She said the <br /> Council is an elected body working in a democracy and must allow input from <br /> the public. She said it would be important to establish criteria and allow <br /> interested people to submit their names. She said the criteria should <br /> include a requirement that the nominee be someone from off the Council and <br /> that, with one opening, the Council fill that one opening with one person. <br /> She said she would like to see someone who has past experience, knows the <br /> budget, has been following the process, and has some background to deal <br /> with Redevelopment issues, which would include the criteria of past elected <br /> people or commissioners. She said it would also be a nice idea to see what <br /> Marcia Karp suggests. She said the Council could balance the need to move <br /> forward quickly with the need for some reflection, allow for discussion <br /> this evening and come up with the best process, and take action next week. <br /> She said elections are important in a democracy, but with the City's <br /> current budget situation, it -would be irresponsible to spend the money to <br /> have a special election to fill 10 months of the term; and there are plenty <br /> of qualified people to fill the position. She said she would hope, when <br /> asking for submission of names, it could be done by Wednesday, with <br /> sufficient copies of resumes for the Council Members for review, and she <br /> would like to see action at the next Council meeting. <br /> Council Member Perry said she sees two different scenarios. She said the <br /> Mayor is an interim, caretaking job, and the decision is to appoint or have <br /> a special election. She said if it were a longer term she would favor a <br /> special election, but in these financial times and with the notice time <br /> that must allowed, a Mayor would be elected for less than five months. <br /> Also, if the person elected was a Council Member, there would need to be a <br /> special election or appointment for them. She said the new Mayor should be <br /> inclusive in style, regard everyone's opinion, and be a team builder. She <br /> said continuity is important, and the Council needs to act quickly. She <br /> said the Council is the Board of Directors of a $60 million company; and, <br /> if this were a business, the position would be filled immediately. She <br /> said knowledge, history, and background are important. She said former <br /> elected members might have that, but most are not up to date. She said a <br /> couple of former elected members said they do not want the job. She said <br /> there is accountability to the voters, but the Council is an elected body, <br />
