Minutes - San Leandro City Council Meeting - June 7, 1993 • Page - 17 -
MATTER OF APPOINTMENT OF MAYOR (continued)
and the most appropriate person is a Council Member. She said candidates
for April 1994 should not be in the selection process because it would be
an unfair advantage. She said she has no problem in appointing a Mayor
and feels it needs to be done for continuity. She said, if a Council
Member is appointed Mayor, she would like to see a public application
process, such as happened when Val Gill was appointed. She said she did
not feel candidates for Council should be included in that process. She
feels it is important for the Mayor, between now and the next election, to
be a caretaker and to help the Council and the community move forward as a
team.
Vice Mayor Polvorosa noted a special election would not be conducted until
November, so the term would only be from November until April and would
cost over $40,000. He said there are people on the Council who could fill
the position very well , and it does not make sense to hold an election in
November.
Council Member Faria said Mrs. Karp is not up to any involvement in such a
process at this time. He said this is a trying time for her, and she would
not be ready for any involvement for quite a while.
Council Member Myers repeated his motion to appoint John Faria as Mayor
until the term expiration of April , 1994. The motion was seconded by
Council Member Perry.
• Council Member Corbett asked the motion maker if his motion meant he did
not want this matter to be put over for action until next Monday.
Council Member Myers said that was correct; he felt the Council should
appoint a Mayor this evening, from the Council . He said Council Member
Faria has stated publicly he does not plan on running for Mayor. He said
he is a firm believer the Mayor should come from the Council .
Council Member Corbett said she did not want to reflect negatively on
Council Member Faria as a potential nominee, but she felt this matter
should be put over for one week. She said she did not want to vote against
Council Member Faria but wanted one more week of reflection.
Council Member Kerr said he brought up Mrs. Karp because, if this is held
over for a week or two, she might want to be interviewed.
Council Member Perry said she seconded the motion because Council Member
Faria has stated he is not running for Mayor, he is the senior member of
the Council , he has knowledge 'of past history, has been Vice Mayor twice,
and Chair of various committees. She said this was not an endorsement of
his philosophy or direction, but as a caretaker position.
