Minutes - San Leandro City Council Meeting - June 7, 1993 Page - 18 -
MATTER OF APPOINTMENT OF MAYOR (continued)
Council Member Myers said he is not insensitive but is looking at this as
a leadership role. He said there are many rumors, and we must get back on
focus and on with the City's agenda. He said the people voted the Council
to lead and that is what he is trying to do right now.
Council Member Corbett said they are all struggling during these difficult
times. She said it is not easy to deal with this process. She said she
still wanted to state that she preferred a process with submissions, with
specific criteria, and that this be put over for one week. She said she
knows Council Member Faria is qualified, and he has taught her a lot.
The City Council then voted on the following motion.
Minute Order No. 93-40. Matter of Appointment of Mayor.
On motion by Council Member Myers, who moved its approval , seconded by
Council Member Perry, and carried by the following called vote, the City
Council appointed Council Member Faria to the position of Mayor.
AYES: Council Members Corbett, Faria, Kerr, Myers, Perry;
Vice Mayor Polvorosa ( 6 )
NOES: None ( 0 )
ABSENT: None ( 0 )
Council Member Perry suggested a process for looking at the Council seat
that will be vacant. She suggested an application process.
Vice Mayor Polvorosa suggested that the same framework be utilized as was
used when Val Gill was replaced by Don McGue.
Steve Meyers said, in 1978 the City Council formed a three-member committee
which received applications for the 'seat, considered them, and made
recommendations to the full Council .
Council Member Corbett said she prefers that any process have a list of
specific criteria, including experience, and perhaps membership on the
Board of Zoning Adjustments or Planning Commission, which would provide
background with the Redevelopment process. She expressed concern about
taking members away from those bodies, however. She said she would like to
see a list of qualifications, discussed by the City Council as a whole
Council , not a committee, and would like to see public deliberations.
Council Member Myers agreed that applications should be submitted; however,
he expressed concerns regarding discussing resumes in public and felt they
should go to a Council committee, which would make recommendations to the
•
Council .
Council Member Perry suggested that a Council subcommittee be appointed to
come up with criteria and an application.
