Minutes - San Leandro City Council Meeting - June 14, 1993 Page - 13 - <br /> MATTER OF DISCUSSION REGARDING PROCESS TO FILL VACANCY - COUNCIL DISTRICT 1 <br /> (continued) <br /> Council Member Corbett asked if the appointee would be sworn in at the end <br /> of the meeting on the 28th. Vice Mayor Polvorosa said it was up to the <br /> Council . <br /> The City Council noted the City Council 's intent was not to appoint someone <br /> who would be running for office in 1994. Steve Meyers, City Attorney, said <br /> the Council could seek the appointment of someone who does not have a <br /> present intention to run for elective office, but the Council could not <br /> condition its appointment on that fact. He said the Council could ask and, <br /> if satisfied with the answer received, could appoint, but could not legally <br /> bind anyone not to run for office. He said the City Council had complete <br /> discretion to base its appointment on any factors it feels appropriate. <br /> Council Member Myers said he does not want to appoint anyone who plans on <br /> running for District 1, but he said everyone who is interested and <br /> qualified should apply. He noted the application is open to public <br /> inspection and will be made public record. <br /> Council Member Kerr suggested the application form indicate that the <br /> interviews will be in a public meeting, not in a closed meeting. The City <br /> Clerk said wording to that effect could be added to the application. <br /> Council Member Perry said she did not feel it was appropriate to limit <br /> anyone from the process. She said she was concerned that no one checked <br /> with the City Council Members as to their availability to attend the <br /> meeting. She said she would be attending a meeting in Sacramento on the <br /> 24th and asked if that could be kept in mind for future meetings as well . <br /> She also expressed concern regarding appointing at the June 28th meeting, • <br /> because it will be a very long meeting. <br /> Steve Meyers said the appointee to District 1 will be asked to participate <br /> in subsequent actions related to the Redevelopment Plan, so it would be <br /> beneficial for that person to sit through the Redevelopment Plan meeting. <br /> Council Member Myers said the dates could be changed. He noted it was the <br /> Subcommittee's intent that the successful appointee be chosen on the <br /> evening of the 24th, after the interviews, with swearing in occurring on <br /> the 28th. <br /> Council Member Corbett asked if there was time set aside on the 24th for <br /> deliberation on the applicants. Council Member Myers said the Council <br /> would deliberate that night at the public meeting. <br /> Council Member Perry asked if there would be any time to reflect or request <br /> additional information. <br />
