Minutes - San Leandro City Council Meeting - June 21, 1993 Page - 16 - <br /> PUBLIC HEARINGS (continued) <br /> to Chang has gone from $200,000 to $300,000. He said an engineering <br /> firm has been hired to review the information, and they have found some <br /> discrepancies they would like to review and then come back and make a <br /> full presentation. They said they have discussed this matter with John <br /> Nelson, and he sees no reason not to give the continuance. <br /> Mayor Faria asked that, in the meantime, Westlake talk to the <br /> Engineering staff and try to come to some agreement. <br /> Bob Hencken, Lincoln Property/San Leandro Industrial Properties, said <br /> they have worked very closely with staff over the last four months, and <br /> they feel the numbers are fair and equitable. He said they would like <br /> to move forward with this. He said they have offered the engineer <br /> their assistance to expedite the matter. He said they feel the Chang <br /> numbers should be higher but are acceptable. He said they would like <br /> the City Council to look at two modifications to the reimbursement <br /> agreement, including the modification of Item 5, to indicate there <br /> would be nominal interest payments on the unpaid balance; and Item 6, <br /> to indicate there would be a mechanism for any future City Council to <br /> extend the agreement, if nothing happens within the 20-year period, or <br /> to change it now to indicate it would be 40 years or some other period <br /> of time. <br /> Council Member Corbett requested that staff provide recommended figures <br /> on nominal interest. <br /> On motion by Council Member Kerr, seconded by Council Member Corbett <br /> and carried unanimously, the Public Hearing was left open and continued <br /> to July 19, 1993. <br /> B. Matter of PD-85-6, GDPJPDP (1st Modification) ; Planned Unit <br /> Development, Modification to General and Precise Development Plans; to <br /> Permit Restaurants as a Permitted Use at the Existing Copeland's Retail <br /> Center; 15099 Hesperian Boulevard (Northwest Corner at Hesperian <br /> Boulevard and Halcyon Drive) ; Assessor's Parcel Number 77D-1480-16-5; <br /> Dolan Foster Enterprises, Inc. , Applicant; Roger and Mary Greenberg, <br /> Owners; T-2 (Rapid Transit) and T-2-H-1 (Rapid Transit-Single-Story, <br /> Multiple Combining) Districts. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Elmer Penaranda, Assistant Planner, said the subject property <br /> was located at the Copeland Center at the northwest corner of Halcyon <br /> and Hesperian. He said the site consists of a 1 .5-acre parcel with a <br /> 21 ,500-square-foot building and a parking lot. He said the Applicant <br /> was requesting a modification to the Planned Development to allow for <br /> restaurants and, specifically at this time, a Taco Bell . He said this <br /> would be a Taco Bell Express, which is a smaller version of the regular <br /> Taco Bell restaurants, which would seat 52 people and <br />
