Minutes - San Leandro City Council Meeting - June 21, 1993 Page - 17 - <br /> PUBLIC HEARINGS (continued) <br /> include a kitchen area, restrooms, a Manager's Office, and storage. He <br /> said there would be no drive-thru window, but all sales would be made <br /> on-site inside. He said the Planning Commission recommended approval <br /> and found the restaurant is complementary to the retail use on this <br /> site and might revitalize it. He said there are currently only two <br /> tenants in the development - Copeland Sports and a vacuum cleaner <br /> store. He said the Halcyon-Foothill Homeowners' Association expressed <br /> concerns at the Planning Commission Meeting, and the Applicant was <br /> directed to meet with the Homeowners' Association so their concerns <br /> could be brought forward. <br /> Council Member Perry said questions had been raised as to notification <br /> of the homeowners. Mr. Penaranda explained that notices were sent by <br /> staff to property owners within 300 feet of the boundary of the subject <br /> property, which is standard procedure. He said a meeting had been held <br /> on the site prior to the City Council Meeting. <br /> Council Member Kerr asked if food establishments were allowed in T-2 <br /> zones and why special approval was needed. Mr. Penaranda said there is <br /> no provision for Conditional Use for restaurants, therefore, the <br /> Planned Development needed to be modified. Mr. Penaranda showed slides <br /> of the subject property, including the adjacent single-family home and <br /> Hesperian Villa development. <br /> In response to questions from the City Council , Mr. Penaranda explained <br /> there was a block wall at the back of the site that stopped 20 feet <br /> from the Hesperian frontage. He said the trash enclosure was also <br /> located at the back of the site. He said there is a back area <br /> available for deliveries. He said right turn in and right turn out is <br /> provided to the site. <br /> Council Member Polvorosa asked what kind of signage was proposed. Mr. <br /> Penaranda said the signage would be in keeping with the signage for the <br /> Planned Development, which would include a sign on the front of the <br /> building and a Taco Bell sign on the monument which has been provided <br /> for the site. He said they can also have up to 25% coverage of the <br /> windows. He said there were no exterior changes proposed to the <br /> development. <br /> Council Member Myers noted the letter from Taco Bell said they only <br /> wanted to stay open from 6:00 a.m. to 10:00 p.m. , yet the Planning <br /> Commission Conditions called for 6:00 a.m. to 11 :00 p.m. Mr. Penaranda <br /> said the Planning Commission's Conditions would provide for some other <br /> type of restaurant besides Taco Bell , which might request later hours. <br /> Council Member Corbett asked, if the remaining spaces were leased as <br /> retail , would there be a parking deficit. Mr. Penaranda said the <br /> Planned Development was issued with the assumption the site would be a <br /> mix of retail and other uses. He said, if other uses come in, such as <br />
