He said if <br /> the site were all retail the need would be one parking space per 200 <br /> square feet, and there would be a deficit of approximately 13 spaces. <br /> Dan Mundy, Construction Manager for Dolan Foster Enterprises, Inc. , the <br /> Applicant, said they own and operate three other Taco Bells in San <br /> Leandro. He said they have read the staff report and worked with staff <br /> and feel they can abide by the Conditions. <br /> Council Member Perry asked what the difference was between a Taco Bell <br /> Express and a regular Taco Bell . Mr. Mundy said a Taco Bell Express <br /> has no drive-thru and all sales are from walk-in or take-home. He said <br /> four or five items would not be available that are on the regular menu <br /> because there would be no fryer or stove. He said they had a K- <br /> program, which includes pre-fried and pre-cooked foods that are quick <br /> frozen outside the facility, then reheated in a rethermalizer. He said <br /> this eliminates odors and the need for a fryer, stove, or a Class 1 <br /> hood. He said the Taco Bell Express concept is only about six months <br /> old. <br /> Council Member Kerr asked if there was any noisy exterior equipment. <br /> Mr. Mundy said the only equipment is contained in the building, with <br /> the exception of the existing air conditioning unit on the roof. <br /> Council Member Corbett asked how Dolan Foster would plan to enforce <br /> Conditions related to policing the area for litter and trash and <br /> ensuring people did not loiter. Mr. Mundy said Dolan Foster owns and <br /> operates 34 restaurants in the East Bay. He said they have an in-house <br /> program which requires lot pickup first thing in the morning and <br /> throughout the day, and they police up and down the street as well . He <br /> said they tried to provide enough trash receptacles near the doors and <br /> in the parking lot to decrease litter, and they also do regular lot <br /> checks. He said they are proud of their restaurants, and they try very <br /> hard to keep them clean. He said loitering is difficult to enforce. <br /> He said they post signs, and the management team is well versed in <br /> discouraging loitering. He said it is in their best interests not to <br /> have undesirables hanging around the area, and they do everything they <br /> can short of putting employees in danger. <br /> In response to questions from Council Member Kerr, he said Dolan Foster <br /> has its own delivery system, supplied from its own warehouse. He said <br /> they have two 32-foot, semi -tractor trailer rigs, a 16- to 18-foot <br /> bobtail , and smaller trucks, so they have the flexibility to deliver <br /> with the right kind of equipment at the time that works the best for <br /> everyone. He said this store would receive two deliveries per week, <br /> and they would be delivered to the back door. He said they would try <br /> not to make deliveries during peak times for the center. <br /> In response to questions from Council Member Polvorosa, he said there <br /> would be no architectural changes to the building. <br />
