Mr. Vitello said it would not. He said the <br /> earlier it closed the worse it would be. <br /> Council Member Corbett asked if there were any problems with loitering <br /> in the parking lot now. Mr. Vitello said there were, and there are <br /> cars that park in front of his house and go to Copeland's Sports now. <br /> He said there is no problem with people loitering in the evenings. <br /> Rick Kislingbury, Representing Halcyon-Foothill Homeowners Association, <br /> said he owns a business on Hesperian Boulevard next to the 7-11 . He <br /> said there was a meeting at 5:30 this evening, attended by himself, Mr. <br /> Vitello, Mr. Boyer, Mrs. and Mrs. Fazio, Mr. Lowell , and Mr. Mundy. He <br /> said the biggest concern was with traffic. He said the fact that only <br /> right turns are permitted in and out will create U-turns at Grace and <br /> Hesperian and at Hesperian and Halcyon. He said trash is also a <br /> problem. He said there is currently a lot of trash from the 7-11 . He <br /> said he went to the Doolittle-Marina Taco Bell and displayed a bag of <br /> trash he had picked up within 200 feet of the facility and submitted a <br /> number of pictures he had taken of trash in that area. He said he <br /> would like to see a review process because then the City Council could <br /> be advised of any problems. He said perhaps nine months would be a <br /> better time period. He said the developers said they want to work with <br /> the community, but he would like to see a little teeth in it from the <br /> City Council . He said he also wants to see the matter of loitering <br /> addressed. He said he is concerned there would be crime and security <br /> problems with groups of teens. He said there should be a review <br /> process, and it should be related to traffic, loitering, and trash. <br /> Mayor Faria asked if "No U-Turn" signs would help. Mr. Kislingbury <br /> said they would not. He said 4:00 to 6:00 p.m. is a peak time period, <br /> and people would make U-turns whether there were signs or not. <br /> Council Member Polvorosa asked if a Condition could be added requiring <br /> a chain-link fence across the driveways when the center was not in <br /> operation. Steve Meyers said this is a modification of a Planned <br /> Development for this use only. He said there are other uses at the <br /> site, and a chain-link fence might affect other tenants or prevent <br /> future tenants from moving in. <br /> Council Member Corbett asked if there were any bus stops in the area. <br /> Mr. Vitello said there were bus stops, but they were down near the <br /> railroad tracks. <br />
