Minutes - San Leandro City Council Meeting - June 21, 1993 Page - 21 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett asked Mr. Kislingbury if he had talked to the <br /> neighborhood about this matter. He said he had only talked to the <br /> neighbors who originally received post cards from the City, mostly <br /> those located on Western Avenue. He said he had delivered the package <br /> to some of them but did not have much of a turnout at the meeting <br /> today. He said he had received phone calls in opposition to the <br /> project. <br /> In response to questions from Council Member Perry, Mr. Kislingbury <br /> said he agreed with the idea of no outside phone and a 10:00 p.m. <br /> closing. He said policing for trash only to 200 feet is not <br /> sufficient, and it should go to a greater distance, although he did not <br /> know what. Mr. Penaranda noted the 200-foot policing requirement is <br /> the standard applied to convenience stores and fast-food restaurants. <br /> Mayor Faria asked if this matter could be brought back if it becomes a <br /> problem. Steve Meyers said the City Council could bring back for <br /> review only those Conditions which would be susceptible to violation. <br /> Lou Filipovich, 15376 Laverne Drive, said he is neutral on this item. <br /> He said if the City Council was contemplating removing public phones, <br /> they should provide phones somewhere else for 24-hour emergency <br /> service. Council Member Perry pointed out that there were phones <br /> nearby, and there are currently no phones on the premises. <br /> There being no further comments from the public, on motion of Council <br /> Member Myers, seconded by Council Member Kerr, and carried unanimously, <br /> the Public Hearing was closed. <br /> Mr. Lowell said trash is a serious problem for anyone in business. He <br /> said they will be looking all the way down the street to Halcyon and to <br /> the Villas. He said they are citizens of this community. He said they <br /> currently pick up along East 14th Street at their other store every <br /> morning, and they try the best they can. <br /> In response to questions from Council Member Kerr, Mr. Lowell said they <br /> prefer the 11 :00 p.m. closing because they don't know what will happen <br /> in the future. He said he does not see a problem with traffic or <br /> parking. He said their peak business hours would be different from the <br /> hours of other tenants of the site. Mr. Lowell said he and his <br /> associates had given their business cards to the people who had <br /> attended the meeting today, and they are always accessible and <br /> available for those people. <br /> Council Member Corbett asked if they would be willing to abide by a <br /> Condition requiring removal of graffiti in two weeks and assuring that <br /> controlling loitering would be part of the staff training. <br />
