Minutes - San Leandro City Council Meeting - June 21, 1993 Page - 22 - <br /> PUBLIC HEARINGS (continued) <br /> Mayor Faria pointed out that the City has a graffiti Ordinance, and <br /> loitering is a problem that will have to be addressed City wide. <br /> Mr. Lowell described how loitering is handled at a downtown Santa Cruz <br /> restaurant owned by his Company. He said they met with the Police <br /> Department, developed an action plan, and worked with the management <br /> team. He said they changed access to the area, and there is an on- <br /> going effort to control loitering. <br /> In response to questions from the City Council , Mr. Lowell said they <br /> would be willing to come back in a year and report on their efforts <br /> with loitering and litter. <br /> Steve Meyers suggested the City Council could impose a Condition that <br /> the Applicant would cooperate with the Police Department on any anti- <br /> loitering program the City implements related to loitering or gangs in <br /> general . <br /> Council Member Corbett said she would like to see a one-year review for <br /> weeds, graffiti , loitering, trash, etc. <br /> Steve Meyers said the Council could review just those Conditions of <br /> Approval in the one-year period. He said the Council could not <br /> terminate approval but could determine if the Applicant is complying <br /> with those Conditions and make new ones if they so choose. <br /> The following Motion was then introduced: <br /> Minute Order No. 93-44. Matter of PD-85-6, GDP/PDP (1st Modification) ; <br /> Planned Unit Development, Modification to General and Precise <br /> Development Plans; to Permit Restaurants as a Permitted Use at the <br /> Existing Copeland's Retail Center; 15099 Hesperian Boulevard (Northwest <br /> Corner at Hesperian Boulevard and Halcyon Drive) ; Assessor's Parcel <br /> Number 77D-1480-16-5; Dolan Foster Enterprises, Inc. , Applicant; Roger <br /> and Mary Greenberg, Owners; T-2 (Rapid Transit) and T-2-H-1 (Rapid <br /> Transit-Single-Story, Multiple Combining) Districts. (1009) <br /> On motion by Council Member Perry, who moved its approval , seconded by <br /> Council Member Kerr, and carried by the following called vote, the City <br /> Council approved PD-85-6, GDP/PDP (1st Modification) with amendments to <br /> the Conditions of Approval as follows: <br /> Item II .G. -- Deleted the word "within." The sentence now reads: "No <br /> music or other noise emanating from any restaurant shall be detectable <br /> beyond the subject property. " <br /> Item II . I . -- Added Item I to the Conditions of Approval : "No exterior <br /> public telephone shall be installed." <br />
