" <br /> Item V.B. -- Added the sentence: "The Applicant will cooperate with <br /> the Police Department on any City-wide anti-loitering program the City <br /> implements related to loitering or gangs in general . Matter of A-92-09; Zoning Code Amendment; Amends Zoning Code Regarding <br /> the Screening of Toxic Cleanup and Soil Remediation Activities <br /> Throughout San Leandro; Planning Commission Resolution of Intention 11- <br /> 12-92. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, said this matter was <br /> presented to the City Council at a Public Hearing on March 1, and a <br /> number of questions were referred to staff, so the matter was continued <br /> to a date uncertain. He said, basically, this amendment requires <br /> visual and noise screening for remediation of sites being cleaned up <br /> from toxic substances. He said the Fire Department has a list of 198 <br /> contaminated sites in San Leandro, approximately half of which are the <br /> responsibility of Alameda County, half the responsibility of the City <br /> of San Leandro, and several the responsibility of the EPA, such as the <br /> Sandpiper, Caterpillar Tractor, and Century Plating sites. Mr. <br /> Weisbrod said the City Council had concerns regarding interfacing with <br /> other agencies. He said the Fire Department indicates the County does <br /> not proceed with clean up on the sites for which it is responsible <br /> until they have worked with the City Fire Department so that any <br /> conditions of the City could be imposed as part of the review process. <br /> He said the Fire Department would enforce the requirements for the <br /> City-responsible sites. He said the EPA sites undergo a long-term <br /> analysis unless there is an emergency. Mr. Weisbrod said other City <br /> Council concerns were related to whether the review of the Application <br /> would be done by the Site Development Subcommission or by staff. He <br /> said the Planning Commission recommended staff review and staff <br /> development of appropriate conditions because this would be faster than <br /> going through the Site Development Subcommission. He said, if the site <br /> was a major proposal or there were problems, staff would refer it to <br /> the Site Development Subcommission. Mr. Weisbrod said the Agenda <br /> included a draft ordinance prepared by the City Attorney's Office, <br /> which would create a screening review process to be applied to any <br /> zoning district in San Leandro. <br />
