Minutes - San Leandro City Council Meeting - June 21, 1993 Page - 24 - <br /> PUBLIC HEARINGS (continued) <br /> He said, if the City Council concurred, staff would come back with the <br /> ordinance and the section numbers of the new Zoning Code to which it <br /> would apply. <br /> Steve Meyers pointed out that the City Council Agenda does not normally <br /> include draft ordinances because staff does not wish to presume the <br /> City Council 's decision. He said the City Council could disregard the <br /> ordinance at this time and direct staff as to what they wish the <br /> ordinance to contain. <br /> Council Member Myers said it appeared having the Applications go <br /> through staff, then, if necessary, through the Site Development <br /> Subcommission, Planning Commission, or City Council , would be the <br /> fastest way of processing the Applications. Mr. Weisbrod said this was <br /> correct. <br /> Council Member Corbett said she was interested in the staff process and <br /> bringing relief to the neighbors as quickly as possible and would <br /> support staff review with Site Development review if necessary. <br /> Mayor Faria said he agreed, as long as people had someone to go to <br /> other than staff. <br /> Council Member Kerr said he also agreed. He said originally the <br /> ordinance did not include the right of appeal , but since it will now, <br /> he concurred. <br /> Council Member Perry said the objective is to give relief to the <br /> neighborhoods as quickly as possible. <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, said he likes it that there is <br /> some other body that citizens can present their case to. He said, <br /> however, the City Council was talking about water, and this looked like <br /> a wide-open door to beat up on every citizen who has a well . He said <br /> he feels everyone who has a well will be told to cover it up or get rid <br /> of it. <br /> Mayor Faria noted the State Department of Toxics is working in the <br /> areas of wells, and this is an on-going issue in San Leandro. <br /> Steve Meyers said this ordinance relates to contaminated soil sites <br /> only. <br /> There being no further comments from the public, on motion of Council <br /> Member Myers, seconded by Council Member Perry, and carried <br /> unanimously, the Public Hearing was closed. <br />
