Minutes - Joint San Leandro City Council/ Page - 14 -
San Leandro Redevelopment Agency/
Alameda County Board of Supervisors Meeting - June 28, 1993
JOINT PUBLIC HEARING (continued)
M. Dimitri Vazelakis, 475 Sasqual Drive, Beverly Hills, representing
Westfield Inc, the Bayfair Mall and affiliations said, during the past
seven years they have been fortunate to have dealt with the City. They
have found them proactive and they continue to strive to improve the
quality of life for the constituents. The formation will provide the
necessary vehicle for infrastructure as well as provide the business
catalyst to grow within the community. Bayfair Mall hopes to be a
beneficiary as well as to benefit from the improved road access and
services. The combined efforts of the district and private sector will
increase employment and facilities throughout the region. Westfield
and Bayfair support and applaud the City and County for establishing
the joint agency.
N. Rod Krug, 1655 View Drive, the owner of industrial property at 800
Peralta, said he and quite a few other property owners feel like they
have been neglected for years. This is a great opportunity to help get
curbs, gutters, and even water. He hoped the City goes ahead with the
plan.
0. James Driver, 16273 Gal away Court, San Lorenzo Near Bayfair, said he is
for redevelopment, which can be a great boon to the area. He said,
however, it is going to be a serious political problem for the next few
years. Over the last few years, he has been involved in task forces.
He said the unincorporated area has only one place where eminent domain
is appropriate - I-238. The latest map includes areas that complement
Bayfair. Bayfair gets 34% of funds. Chasing the receding retail will
not help the community. He said the people of San Leandro and the
Council should be on notice - they are getting married and their
politics are not our politics.
Mayor Faria requested statements or testimony from those present in
opposition to the Redevelopment Plan or Final EIR.
P. Joe Grigsby, Employee of the Carpenters Union, 1055 Mattox Road,
Hayward, said his building is in eminent domain.
Adolph Martinelli said that has been changed. He said at the last
Board work session the Board members asked that staff look closely at
eminent domain and all the commercial property around the carpenters
union hall , Bancheros, etc. , have been removed from consideration.
Mr. Grigsby said he had no additional comments.
Q. Jill Silva, 16446 East 14th Street, presented over 80 petitions with
property and business owners against eminent domain. She said one map
was issued yesterday and today another new one. Supervisor Steele
asked staff to respond to the map presented today. Adolph Martinelli
said the area within eminent domain extends from 159th to 162nd along
