Minutes - Joint San Leandro City Council/ Page - 4 - <br /> San Leandro Redevelopment Agency/ <br /> Alameda County Board of Supervisors Meeting - June 28, 1993 <br /> JOINT PUBLIC HEARING (continued) <br /> Report on the Redevelopment Plan, and asked that speakers make it clear <br /> whether their remarks were directed to the Redevelopment Plan, the adequacy <br /> of the Final Environmental Impact Report, or both. He asked that speakers <br /> speak clearly and give their name, address and the organization, if any, <br /> that they represented. He said the Order of Procedure would be as follows: <br /> 1 . The staff would present the Redevelopment Plan, the Final Environmental <br /> Impact Report and other evidence and testimony in support of the <br /> Redevelopment Plan. <br /> 2. The Council , Agency and Board Members would make comments and ask <br /> questions of staff. <br /> 3. Written comments would be received. <br /> 4. Oral evidence or testimony from those present concerning the <br /> Redevelopment Plan or the Final Environmental Impact Report would be <br /> received. <br /> 5. Following the introduction of all evidence and testimony, the hearing <br /> would be concluded. <br /> He said, at regular, adjourned or special Council and Agency meetings to be <br /> held either tonight following the close of this joint public hearing or at <br /> the Redevelopment Agency and City Council meetings on July 6, the <br /> Council/Agency would consider and act upon all objections and then act on <br /> the Final Environmental Impact Report and the Redevelopment Plan. <br /> City Attorney Meyers said the purpose of the hearing was to consider <br /> evidence and testimony for and against the adoption of the Redevelopment <br /> Plan and the certification of the Final EIR on the Redevelopment Plan. He <br /> said evidence would be introduced for consideration by the City Council and <br /> the Agency in connection with the following findings and determinations <br /> that would be made in the adoption of an ordinance adopting the <br /> Redevelopment Plan. He said these findings and determinations were <br /> contained in Section 33367 of the Health and Safety Code and were generally <br /> as follows: <br /> 1 . The Project Area meets the legal qualifications set forth by the <br /> Legislature for a blighted area, the redevelopment of which is <br /> necessary to effectuate the public purposes described in the Community <br /> Redevelopment Law. <br /> 2. The Redevelopment Plan would redevelop the Project Area in conformity <br /> with the law and in the interests of the public peace, health, safety <br /> and welfare. <br />
