Minutes - Joint San Leandro City Council/ Page - 4 - San Leandro Redevelopment Agency/ Alameda County Board of Supervisors Meeting - June 28, 1993 JOINT PUBLIC HEARING (continued) Report on the Redevelopment Plan, and asked that speakers make it clear whether their remarks were directed to the Redevelopment Plan, the adequacy of the Final Environmental Impact Report, or both. He asked that speakers speak clearly and give their name, address and the organization, if any, that they represented. He said the Order of Procedure would be as follows: 1 . The staff would present the Redevelopment Plan, the Final Environmental Impact Report and other evidence and testimony in support of the Redevelopment Plan. 2. The Council , Agency and Board Members would make comments and ask questions of staff. 3. Written comments would be received. 4. Oral evidence or testimony from those present concerning the Redevelopment Plan or the Final Environmental Impact Report would be received. 5. Following the introduction of all evidence and testimony, the hearing would be concluded. He said, at regular, adjourned or special Council and Agency meetings to be held either tonight following the close of this joint public hearing or at the Redevelopment Agency and City Council meetings on July 6, the Council/Agency would consider and act upon all objections and then act on the Final Environmental Impact Report and the Redevelopment Plan. City Attorney Meyers said the purpose of the hearing was to consider evidence and testimony for and against the adoption of the Redevelopment Plan and the certification of the Final EIR on the Redevelopment Plan. He said evidence would be introduced for consideration by the City Council and the Agency in connection with the following findings and determinations that would be made in the adoption of an ordinance adopting the Redevelopment Plan. He said these findings and determinations were contained in Section 33367 of the Health and Safety Code and were generally as follows: 1 . The Project Area meets the legal qualifications set forth by the Legislature for a blighted area, the redevelopment of which is necessary to effectuate the public purposes described in the Community Redevelopment Law. 2. The Redevelopment Plan would redevelop the Project Area in conformity with the law and in the interests of the public peace, health, safety and welfare.
