The effect of tax increment financing will not cause a significant <br /> financial burden or detriment on any taxing agency deriving revenues <br /> from the Project Area. <br /> 13. The Project Area is predominantly urbanized. Not less than eighty <br /> percent (80%) of the privately owned property in the Project Area has <br /> been or is developed for urban uses, or is an integral part of an area <br /> developed for urban uses. <br /> He said there are other statements and determinations set forth in the <br /> proposed ordinance adopting the Redevelopment Plan, but the foregoing are <br /> the major evidentiary findings. <br /> Mayor Faria requested further evidence and testimony. <br /> June Catalano entered into the record a Certification of Certain Official <br /> Actions that have been taken by the Board of Supervisors, City Council , <br /> Planning Commissions and the Redevelopment Agency in connection with the <br /> Alameda County - City of San leandro Redevelopment Project Area, including <br /> recommendations of the Planning Commissions. <br /> Mayor Faria said, if there were no objections, the Certification would be <br /> made a part of the record. <br /> June Catalano said she and staff of the County would like to make some <br /> introductory background comments about the City's and County's General <br /> Plans, some of the deficiencies that presently exist in the City and County <br /> and the benefits hoped to seen from the redevelopment process as a means to <br /> correct these deficiencies. She said the purpose of the Redevelopment <br /> Project is to improve property values throughout this area. She said this <br /> joint redevelopment project is to be implemented by an MOU with specific <br /> tasks. She said although the City's Redevelopment Agency will be <br /> implementing the Plan, the City will have no land use or permit authority <br /> in the unincorporated area; this is a responsibility of the County. She <br /> said the tax increment is split on a 50-50 basis for the life of the <br /> project. She said there will be one, half-time County Planner. She said <br /> the County intends to establish a citizens advisory committee. She said <br /> expenditures will be a joint effort, review will occur on a yearly basis, <br /> and capital improvements will be planned on a five-year basis. She said <br /> the Plan is governed by the General Plans of the City and County, and there <br /> is not a separate redevelopment plan for this area. She noted page 16 of <br /> the Plan states that it is intended that permitted land uses as set forth <br /> in the General Plan shall be permitted land uses governing the applicable <br /> portions of this plan. She said Owner Participation Agreements are not <br /> required as they have been in the past. Per Section 407, in the event the <br /> Redevelopment Agency is not involved in a particular property, an agreement <br /> shall not be required. <br />
