Minutes - Joint San Leandro City Council/ Page - 7 - <br /> San Leandro Redevelopment Agency/ <br /> Alameda County Board of Supervisors Meeting - June 28, 1993 <br /> JOINT PUBLIC HEARING (continued) <br /> Adolph Martinelli reminded those in attendance that the County would <br /> conduct a hearing on July 8, 1993, at 9:00 am in Oakland, at the Board <br /> Chambers. He said the redevelopment project is an implementation measure <br /> for the General Plan and the Ashland/Cherryland specific planning process. <br /> It is a key implementation measure for the projects envisioned, and the <br /> emphasis is community revitalization and neighborhood stabilization. He <br /> said the City and County have projects and interests in common and, where <br /> that happens, it is essential for the well -being of continued land use in <br /> the adjacent jurisdiction. He said the Redevelopment Agency being managed <br /> by City staff was initially of some concern to the County; but with these <br /> difficult budget situations, it seems improper to create a redundant agency <br /> when there is one currently functioning. It is more efficient to use an <br /> existing Agency which has a good track record. An MOU has been negotiated <br /> and will be a contract between the City and County. The County retains <br /> full authority for their General Plan. A five year plan for project <br /> expenditures is approved by both City and County. There will be an annual <br /> review by a budget committee. There will be a County representative at all <br /> Redevelopment Agency activities. The County will administer all housing <br /> set-aside funds for both areas. The types of projects include public <br /> improvements such as undergrounding of utilities, better street lighting <br /> for both commercial and residential areas, sidewalk installation, <br /> supplemental transit, business assistance, commercial renovation, facade <br /> improvements, assistance with conformance to building and housing codes, <br /> and parking improvements. For residential there will be first-time home <br /> buyers assistance, building and fire code conformance, and rehabilitation. <br /> Parks and recreation facilities are included. <br /> June Catalano said a brief video explaining the redevelopment process would <br /> be shown. The video was shown. <br /> June Catalano introduced Jack Segal , Urban Futures, and said he would <br /> summarize the report to City Council . <br /> Jack Segal , Urban Futures, Inc. , said he would refer to and briefly <br /> summarize pertinent parts of the Report of the Agency, which is the basic <br /> supporting documentation for the Redevelopment Plan, and the Ordinance <br /> which will adopt the Redevelopment Plan. He said since this Report has <br /> been previously submitted to and reviewed by the Agency and the City <br /> Council and has been available for public inspection, he would only cover <br /> certain pertinent parts of the Report in detail . He said his testimony <br /> would also supplement the facts contained in the Report and would be <br /> considered as part of the Report. He said, in general , the project area <br /> has been experiencing a general decline such as in employment opportunity, <br /> investment, and affordable housing in need of repair. Private enterprise <br /> will not eliminate the existing negative impact in the area. Redevelopment <br /> use of tax increment can play a major role for reversing these negative <br /> impacts. <br />
