Minutes - Joint San Leandro City Council/ Page - 8 - <br /> San Leandro Redevelopment Agency/ <br /> Alameda County Board of Supervisors Meeting - June 28, 1993 <br /> JOINT PUBLIC HEARING (continued) <br /> The City and County determined appropriate areas, and the project area <br /> boundaries were selected and surveyed. To determine boundaries, economic <br /> and social issues were reviewed, the Safety Code was reviewed, and the <br /> County and City plans were reviewed. He said job opportunities need to be <br /> created and retained, improvement needs to be made to existing affordable <br /> housing, better community identities need to be established, and private <br /> investment in the area needs to be encouraged to overcome the declining <br /> investment. The project area is approximately 1700 acres and contains <br /> incorporated and unincorporated lands. A survey of exterior resources was <br /> conducted. The video indicated many of the declining features of the area. <br /> Residential properties are mostly in the unincorporated area; this is more <br /> than one quarter of the project area. Commercial and industrial properties <br /> make up 45% of the area. Vacant land is only approximately 1% of the <br /> project area. Numerous parcels were found to be too small and could <br /> benefit from redevelopment assistance. Many affordable assistance programs <br /> could be implemented such as low interest loans or grants, since no less <br /> than 20% of funds must be used to support affordable housing. <br /> Infrastructure improvements including lighting, sidewalks and streets will <br /> help improve the project area. Sales tax retention and growth is an <br /> important factor in the economic health of the area as is property tax <br /> income. A project list has been prepared to focus funding into activities <br /> needed to encourage private investment and improvement in the area. The <br /> project list includes infrastructure, commercial and industrial projects, <br /> open space and recreation support, public facilities, affordable housing <br /> loans and grants and other projects that support the community. The report <br /> and recommendations of the Planning Commission are included in this report, <br /> as well as the conformity to the General Plans. A fiscal review committee <br /> was established and a response prepared. Staff has conducted fiscal <br /> negotiations, and there have been three citizen workshops prior to this <br /> hearing. The plan provides a joint cooperative effort of City and County. <br /> The project plan exceeds $300 million in today's value. The plan is long <br /> term, however, many projects on the list can be initiated during the early <br /> years. There is limited use of eminent domain. Provisions of the plan <br /> include a close working relationship with property owners, residents, and <br /> the business community. Tax increment is the funding source. <br /> Mayor Faria said persons desiring to question staff would have an <br /> opportunity to do so when he asked for public comment. He asked if there <br /> were any questions from Agency, Council , or Supervisors? He said, if no <br /> objections, the report of the Agency would be made part of the record. <br /> June Catalano said Brian McElroy, EIR consultant, would refer to and <br /> briefly summarize the Final Environmental Impact Report. <br />
