Minutes - Joint San Leandro City Council/ Page - 9 - <br /> San Leandro Redevelopment Agency/ <br /> Alameda County Board of Supervisors Meeting - June 28, 1993 <br /> JOINT PUBLIC HEARING (continued) <br /> Brian McElroy, Urban Futures, said the redevelopment project EIR is general <br /> in nature, covers a large area and covers the general project. CEQA <br /> recognizes it is not a specific plan but deals with infrastructure concepts <br /> and overall goals of the redevelopment area. Because it is a program EIR, <br /> specific projects may require further environmental review. Large projects <br /> may be subject to further review. Determination can be conducted by City <br /> staff through the CEQA process. The EIR is a part of the packet; it is <br /> Section 3 of the binder. It contains both a copy of the draft with <br /> corrections and comments as well as responses to comments on those letters. <br /> Mr. McElroy read some of the findings: Findings have been prepared stating <br /> that none of the impacts will result in substantial impacts. Both Agency <br /> and Council find and determine that it will not have an adverse effect. <br /> Eight entities responded and their comments are included in the Final EIR. <br /> Subsequent comments on the EIR may be dealt with by staff, verbally or in <br /> writing, as wished by Council . He submitted documentation of his <br /> presentation for the record. <br /> Mayor Faria asked for questions by members of the City Council or the <br /> Agency on the Final Environmental Impact Report. He said the Final EIR, as <br /> submitted, would be made a part of the record as part of the Report of the <br /> Agency. <br /> June Catalano said Jack Segal would briefly summarize the Redevelopment <br /> Plan. <br /> Jack Segal said he summarized some of the features of the plan including <br /> the over 300 million in project dollars. During the initial years there <br /> will be funding for some of the projects. 20% of funds have to be used for <br /> affordable housing. <br /> Mayor Faria said the proposed Redevelopment Plan would be made a part of <br /> the record. <br /> June Catalano said, to complete the documents, she would like to have <br /> entered into the record the "Rules Governing Participation and Re-Entry <br /> Preferences for Owners, Businesses and Tenants in the Alameda County - City <br /> of San Leandro Redevelopment Projects," as said Rules have been adopted by <br /> the Agency. These Rules have previously been made available and discussed <br /> with the City Council and have also been available for public inspection. <br /> Mayor Faria said the Rules Governing Participation and Re-Entry Preferences <br /> for Owners, Businesses and Tenants in the Alameda County - City of San <br /> Leandro Redevelopment Project, as adopted by the Agency, would be made a <br /> part of the record. He said, if written comments were received on the <br /> Redevelopment Plan or Final EIR, they would be placed into the record. <br /> • <br />
