Minutes - San Leandro City Council Meeting - July 6, 1993 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Kerr, the Public Hearing <br /> was closed. <br /> Council Member Polvorosa said approving this re-zoning would be setting <br /> a precedent for disrupting the neighborhood by going from R-1 to P. He <br /> said he is opposed to changing the residential neighborhood. <br /> Council Member Nahm said it is his experience that traffic and parking <br /> enforcement are always after the fact, and little is done to satisfy <br /> residents. He said the streets are narrow and already severely <br /> impinged upon, and he opposes the re-zoning. <br /> Council Member Kerr said he does not believe in spot zoning to begin <br /> with. He said if this were the whole block he would be for it, but he <br /> opposes spot re-zoning <br /> The following Motion was then introduced: <br /> Minute Order No. 93-50. Matter of A-93-1 ; Reclassification; Re-Zone <br /> from R-1 (Single-Family) District to P (Professional ) District; 1222 - <br /> 136th Avenue and 13608 Rose Drive; Southeast Corner of 136th Avenue and <br /> Rose Drive; Assessor's Parcel Number 77D-1416-43 and 44; Galen Health <br /> Care, Inc. , dba San Leandro Hospital . (1009) <br /> On motion by Council Member Polvorosa, who moved its approval , seconded <br /> by Council Member Nahm, and carried by the following called vote, the <br /> City Council denied A-93-1 . <br /> AYES: Council Members Kerr, Nahm, Polvorosa; Mayor Faria ( 4 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Corbett ( 1 ) <br /> ABSTAIN: Council Members Myers and Perry ( 2 ) <br /> Mayor Faria asked the City Manager to work with the Hospital to develop <br /> a master plan and see what could be done and what alternates could be <br /> explored. <br /> 9. CITY COUNCIL COMMENTS <br /> A. Mike Oliver, City Manager, said, a week ago Officer Andy Marcoux was <br /> shot. He said Chief Maginnis had great success in apprehending <br /> criminals through a reward system in the past. <br /> Bob Maginnis, Police Chief, spoke about the last reward the City <br /> Council authorized, which was used during the Franklin Lynch serial <br /> killer crimes. He asked for City Council approval for a $10,000 reward <br /> for identification, apprehension, and conviction of the person or <br /> persons responsible for the shooting of Officer Marcoux. He said <br /> Officer Marcoux appreciates the hundreds of calls and letters he has <br /> received from the City Council and the community. <br />
