Minutes - San Leandro City Council Meeting - July 19, 1993 Page - 17 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett asked if this unit was occupied prior to 1984. <br /> Mr. Storer said it was habitable, but no one lived in it. He said it <br /> had a kitchen, heating, and sewer. He said the property is connected <br /> to the sewer, and the foundation is suitable for a second floor. He <br /> said continuous perimeter footing will carry the second floor when the <br /> foundation is reinforced in accordance with the Structural Engineer's <br /> specifications. <br /> Council Member Kerr said adding another non-conforming use does not <br /> necessarily help the situation. He said he is concerned about <br /> rebuilding the unit to Code standards. He said there is a lot of <br /> deterioration that needs to be rebuilt and asked if there are any plans <br /> yet. <br /> Mr. Storer said they will prepare plans if this is approved, and it <br /> will meet the Code. He said there is a sewer connection now. <br /> Council Member Perry asked if they would reuse the existing piers. Mr. <br /> Storer said they would reuse them and add new ones as well . He said <br /> the existing footprint will remain and riprap will be added. <br /> Council Member Myers noted they have to build to San Leandro's Building <br /> Code. <br /> Mayor Faria asked if they had talked to BCDC about any special <br /> requirements. Mr. Storer said BCDC will be requiring the riprap. <br /> Council Member Polvorosa asked if they plan to eliminate the existing <br /> garage. Mr. Storer said they wanted to retain it as an architectural <br /> feature. He said it is part of the Conditions that they leave the <br /> garage as a drive-thru. <br /> Council Member Nahm said he has a problem with just driving through the <br /> garage and leaving it as is. Mr. Storer said they will remodel it and <br /> make it aesthetically acceptable. He said they have already made <br /> arrangements to put the washer, dryer, and water heater into the house. <br /> Council Member Corbett asked how fire-fighting apparatus would have <br /> access to the back area. Mr. Storer said a fire truck can use the <br /> hydrant across the street and come down the driveway. He said the Fire <br /> Department says sprinklers are not necessary as long as the Fire <br /> Department can get access. <br /> Mr. Weisbrod pointed out that Condition IV.E. includes a requirement <br /> for planning review of the appearance and treatment of the garage and <br /> removal of both doors. <br /> Council Member Perry asked what would be the purpose and function of <br /> the garages and why not just have an open area. Mr. Storer said it <br /> would be for aesthetics and privacy for the rear home. <br />
