Minutes - San Leandro City Council Meeting - July 19, 1993 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> Duane Krolop, 13011 Neptune Drive, said he lives in the house directly <br /> to the north and has no objections to the project. He said he has been <br /> waiting 10 years for something to be done. He said it is a blight now, <br /> and the sooner it is improved the better. <br /> John Sellars, said he has lived on Neptune Drive and owns property <br /> there. He said he is in favor of Mr. Carash's Application. He said it <br /> will encourage other people in the area to improve their properties. <br /> He said several properties were damaged in the 1983 storm and have not <br /> been repaired, and this might lead the way. <br /> Richard Van Epps, 13055 Neptune Drive, said he lives three doors down. <br /> He said he has no objections. He said, as far as fire access, Mr. <br /> Porter now has a crane parked in his yard. <br /> Bill Ludker, Owner of Property on Neptune Drive, said he is in favor. <br /> He said this will improve the area and be an asset to the community and <br /> the City. <br /> Sophia Jones, Corner of Neptune Drive and Williams Street, said she <br /> believes in improving property. She said the better we make our <br /> property look the better results we have in our neighborhood for being <br /> a good neighborhood and a good citizen. <br /> The City Clerk noted that a letter from Barbara Moyles, a San Leandro <br /> property owner, had been submitted in favor of the project. <br /> Larry Norry, 2532 Williams Street, President of the Mulford Gardens <br /> Improvement Association, said, at the Board Meeting, they decided this <br /> was not proper. He said their constitution and by-laws say the purpose <br /> of the Homeowners' Association is to protect and safeguard the <br /> interests of the homeowners in the area by maintaining and enforcing <br /> restrictions. He said this does not maintain and enforce restrictions <br /> because there are too many needed Variances and Conditions. He said <br /> staff should have turned this down. <br /> Mayor Faria asked if the Association was opposed to all Variances. Mr. <br /> Norry said they were not; but, on this project, they were, because they <br /> were asking for a half a dozen Variances. He said he would rather see <br /> the existing buildings pulled down and rebuilt. He said the house in <br /> the back needs a lot of reconstruction. <br /> Council Member Nahm asked if the Association had said anything about <br /> tearing down the house and starting over and whether a quorum of the <br /> Board of Directors voted to oppose the Variances. <br /> • <br />
