Minutes - San Leandro City Council Meeting - July 19, 1993 Page - 19 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Nahm said he did not understand why an improvement <br /> association would take such a position. He asked if the Association <br /> took the position that the houses should be torn down. Mr. Norry said <br /> they did not, but Mr. Norry said he would not be objecting if they were <br /> proposing that. <br /> Council Member Nahm said it was an act of nature that left the <br /> structure in this shape. He said he was surprised the Mulford Gardens <br /> Improvement Association would take a stand against it when they are <br /> trying to improve it. <br /> Mr. Norry asked questions regarding the height and width of the garage. <br /> Council Member Kerr asked how wide the doorways on the garage would be. <br /> Mr. Storer said they were 8 feet plus 4 feet on the side yard. <br /> Audrey Albers, 2037 Marina Court, said the Mulford Gardens Improvement <br /> Association is opposed to Variances but not to building something <br /> acceptable on the lot which can be done without Variances. She said <br /> they have consistently opposed Variances because they are detrimental <br /> to the street and the community. She said, even though 46% of the <br /> property is under water, there is still 11,000 square feet of ground <br /> upon which to build. She said an increase of 900 to 3,000 square feet <br /> is a large increase. She said Mr. Carash could build a smaller house <br /> with no Variances. She said she would like him to comply with the <br /> Zoning Ordinances and put a little more distance between the houses. <br /> She said she was really concerned about driving through the tunnel to <br /> get to the garage. She said, if the garage has to be raised, there <br /> will have to be a lot of rebuilding to make it safe. She said she was <br /> concerned about the uncovered parking in the front. She said screening <br /> can only be 3 feet. She said it would be better to put the garage <br /> underneath the house and comply. She said she is strongly opposed and <br /> would like the property owner to come back and meet the requirements. <br /> Council Member Perry asked how many people were involved in the Mulford <br /> Gardens meeting and whether the neighbors had been surveyed. Mrs. <br /> Albers said it was a full Board. She said they did not get input from <br /> the neighbors. She said they have consistently opposed Variances. She <br /> said the property needs to be redone, but they want it done within the <br /> Zoning Ordinance. She read the Zoning Code definition related to <br /> Council 's granting of a Variance. <br /> Council Member Kerr asked Mrs. Albers what her objection was to the <br /> driveway. Mrs. Albers said it seemed inconvenient. She said she <br /> objected to requiring parking in the front area. <br /> In response to questions from the City Council , Mr. Weisbrod again <br /> explained the requirement related to the doors being removed on the <br /> garage and that the modification would be subject to review and <br /> approval of the Development Services Director. <br />
