Minutes - San Leandro City Council Meeting - July 19, 1993 Page - 20 -
PUBLIC HEARINGS (continued)
Amanda Galt, Owner of Property in San Leandro, and Manager of Property
at 13165 Neptune Drive, said she has worked hard to bring the property
up to speed. She said what Mr. Carash wants to do should enhance the
Marina and the neighborhood.
In response to a City Council request, Mr. Storer reviewed the plans
for the garage. He said they would remove the columns, make the
opening 12 feet wide, and make it an open, drive-thru, covered area.
He said it would be 12 feet wide and 8-1/2 to 10 feet tall .
Lou Filipovich, 15376 Laverne Drive, asked questions regarding the
drive-thru to the garage. He asked about the width and the angle and
whether two cars could go down side by side. He said it seemed like it
could create an accident. He asked questions about the parking spots
in front.
Mr. Storer explained the traffic flow. He said this would be a private
driveway. He showed the front parking and the drive thru. He said
they wanted to do screening approximately 5 feet tall in the front, and
they would propose a landscaped wall or some sort of trellis or
carport.
Stewart Anderson, 133rd Avenue, said he is in favor of the project. He
said a lot of these properties need improvements. He said all the
little details can be worked out with the Building Department and the
architect.
Mr. Jerome Porter, the Appellant, said it was difficult to know where
to go after all of this testimony. He said he added onto the back of
his house in 1973. He said, under County zoning, he had to have a 5-
foot side yard. He said, when he got a Building Permit, he couldn't
make the Permit without a 6-foot side yard. He said now we are talking
about a 3-foot side yard. He said he had to build his house with a
notch in order to meet the side-yard requirements. He said, as far as
zoning is concerned, anybody who buys a piece of property knows what
the zoning is when they buy it; and, if they don't like it, they should
not buy it. He said, if you buy a house under a certain type of
zoning, you should be able to live with it. He said the Variance
system has been out of hand for a long time. He said the rest of the
people in the community should be able to rely on the zoning and not
have their whole way of life changed. He said he has put more money
into his property than anyone else who had gotten up and spoken, and it
has cost him $20,000. He said, regarding the crane in his yard, he put
a nice big driveway in front of his place. He said the driveway was
torn up by roots coming from John Sellars' property.
•
