Lou Filipovich, 15376 Laverne Drive, spoke regarding New Business, Item <br /> B. He said he is from the Oro Loma Sanitary District part of town, and <br /> this is one of the items he was going to discuss when Mr. Taylor was <br /> here. He said this might be a different issue, but he can't get <br /> correct information. He said he receives his information from <br /> listening to people, and it's difficult to get information from the Oro <br /> Loma Sanitary District. He said people are not happy about what's <br /> going on. He said there is a conflict of interest. <br /> Mayor Faria said he and Council Member Kerr would not be participating <br /> in discussion or action on this matter. <br /> 6. NEW BUSINESS <br /> Mayor Faria moved New Business, Item C, to this point in the Agenda. <br /> C. Motion Authorizing Assumption of Bonded Indebtedness for Parkside <br /> Commons by San Leandro Advisors (authorizes transfer of repayment <br /> obligation for mortgage revenue demand bonds for 300-unit apartment <br /> complex known as Parkside Commons from 700 Market Associates XX to new <br /> owner, San Leandro Advisors) . <br /> John Jermanis, Finance Director, said the current owners of Parkside <br /> Commons Apartments are planning to sell to a new group, San Leandro <br /> Advisors. He said the City of San Leandro was involved in 1985 and <br /> 1989 in financing the 300-unit apartment complex on 139th Avenue. He <br /> said the new owners would like to assume the bonded indebtedness, and <br /> they need a motion by the City Council to do so. He said the concerns <br /> that have been expressed regarding security have been discussed with <br /> the new owners. <br /> Council Member Perry said the operation of the gates and the Site <br /> Manager activities have been outlined and asked if the City was going <br /> to require any follow-up items or Conditions of Approval for this <br /> matter. Mr. Jermanis said staff has been relying on the good faith of <br /> the owners that they will take these steps. <br /> Steve Meyers, City Attorney, said, when this assignment was first <br /> proposed, he and John Jermanis discussed with the purchaser the law- <br /> enforcement issues. He said they then received the materials, which <br /> have been given to the City Council , that represent the assurances that <br /> the new owners will control problems. He said he and Mr. Jermanis <br /> recommend action based upon those representations. He said City <br /> Council options are limited; but, at this time, there is concurrence by <br /> the Police Chief, and it is recommended they approve this matter. <br /> Morton Friedkin, Friedkin-Becker, representing the purchasers, said <br />
