• <br /> Minutes - San Leandro City Council Meeting - September 7, 1993 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Myers asked if there would be any access through the <br /> gate on Donna Street. Staff said there would not. <br /> Doug Federighi , one of the developers, said they concurred with the <br /> recommendations of the staff report. He said this would be a two-phase <br /> project and solid walls all around the project, including the Donna <br /> Street frontage, would be erected as an initial step. He said the <br /> integrity of the neighborhood will start immediately. He said the area <br /> on East 14th Street will be fenced off with ornamental iron or chain- <br /> link fence. He said most of the landscaping around the entire site <br /> will be installed in Phase 1 as well as street improvements. He said <br /> they have had experience on how to handle a project while people are <br /> living in close proximity, and he thanked staff, the Planning <br /> Commission, and Mr. Kislingbury of the Halcyon-Foothill Homeowners' <br /> Association, for their support and for working with them on the access <br /> issue. <br /> Council Member Perry said she was appreciative of the developer's work <br /> with the community and said, hopefully, others will follow their <br /> example. <br /> Council Member Corbett asked if Donna Street would be used during <br /> construction. Mr. Federighi said the only work that will occur on <br /> Donna Street will be related to utility tie-ins and that type of work. <br /> He said construction trucks, deliveries, etc. , would recognize the <br /> integrity of the neighborhood, and they will not be using Donna Street. <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, said this is a very good project, <br /> and he supports it wholeheartedly. He stated that he said this <br /> because, in all the years he has made proposals to the City Council , <br /> they have never supported anything he proposed, and he would like to <br /> see a winner once. <br /> Rick Kislingbury, Vice President of the Halcyon-Foothill Homeowners' <br /> Association, said they support the overall project, and they are <br /> pleased Mr. Federighi worked with them on issues of concern. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Nahm, and carried <br /> unanimously, the Public Hearing was closed. <br /> • <br />
